TERM
RECOMMENDATION:
City Council to consider the term of renewal for the Crime Control and Prevention District
$.05 sales tax.
BACKGROUND:
City Council has the authority to set the term of renewal for the CCPD at either 5, 10, 15 or
20 years. Attached is a spreadsheet showing the CCPD renewal terms in other local cities,
along with voter approval margins, as requested.
The CCPD funds are currently used to fund special crime control projects and the
operation of most of the Police Department which frees up money in the General Fund for
Quality of Life Projects such as the Oak Grove Ballfield Complex, a major emergency
warning siren system upgrade, Bellaire Park, and improvements to Oak Grove Soccer,
among other things. The freed up funds have also given us the ability to pay cash for
capital purchases such as police vehicles, technology equipment and to keep our reserve
fund balance in the General Fund at the 20% level. Many of these uses were part of the
original education campaign in the City in 2006. The Council and staff have been careful to
use the funds the way in which the voters intended.
At the January 18t" workshop, Brian Mayes from Allyn Media presented the results of a
survey done by the Chamber of Commerce which indicated high levels of support for the
renewal of the CCPD.
Given the recommendation by Allyn Media, the attached data shows that longer CCPD
renewal terms are equally supported in the cities surveyed. Staff recommends a longer
renewal period which would allow flexibility to fund future major capital needs as the
economy improves and sales tax revenues rebound and saves the cost of future elections.
