SUBJECT: APPROVAL TO PURCHASE CUES SOFTWARE AND
EQUIPMENT FOR THE WASTEWATER TREATMENT PLANT
FROM TEXAS UNDERGROUND INC. AND CONSIDER THEM A
SOLE SOURCE PROVIDER
RECOMMENDATION:
City Council to consider the purchase of Cues software and equipment for the
Wastewater Treatment Plant from Texas Underground Inc. and consider them a sole
source provider for an estimated cost of $65,440.
FUNDING SOURCE:
Funds are available in account 200 -48860 -534 -0 Utility Enterprise Fund 1 Machinery and
Equipment /Permanent Capital Maintenance.
BACKGROUND:
This procurement will be made as a sole source in accordance with Local Government
Code Chapter 252, Subchapter B, Section 252.022 (A) (7) (D).
This request is to purchase and replace certain aged captive equipment components with
related software. The wastewater collection division operates a CCTV system to perform
routine inspections of our sanitary sewer mains. This type of equipment is very specialized
to the company providing the equipment. The utility division currently uses the Cues
system supplied by Texas Underground which is comprised of several different
components installed in a mobile unit allowing the operators to view inside our sanitary
sewer lines. These components are not interchangeable with other company's equipment
due to the specialized nature of the system. Two of the five major components of this
system need to be replaced due to age and the inability to obtain parts for repair. The three
remaining components are current and do not need replacing at this time. This quote
represents replacing only the two components thus saving over $21,000.
Texas Undergound Inc. is the sole distributor for Cues equipment, spare parts, and
software and cannot be purchased through competitive bidding. Attached is the company's
sole source letter.
Staff recommends the purchase of Cues software and equipment for the Wastewater
Treatment Plant from Texas Underground Inc. and consider them a sole source provider
for an estimated cost of $65,440.

RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS, AUTHORIZING THE CITY MANAGER
OR THE CITY MANAGER'S DESIGNEE TO DECLARE
TEXAS UNDERGROUND INCORPORATED AS A SOLE
SOURCE PROVIDER FOR CUES, INC SOFTWARE AND
EQUIPMENT FOR THE REPLACEMENT OF AGED CUES
SYSTEM COMPONENTS AND PROVIDING AN EFFECTIVE
DATE
WHEREAS, the City of Grapevine, Texas is a local government in the State of
Texas and as such is empowered by the Texas Local Government Code Chapter 252;
Subchapter B, Section 252.022 (a) (7) (D) to consider items available from only one
source as an exception to the bidding requirements of the State of Texas; and
WHEREAS, Texas Underground Inc. is the exclusive sole source dealership in the
State of Texas for replacement software and equipment manufactured by CUES, Inc.; and
WHEREAS, the City of Grapevine, Texas, Waste Water Collection Department has
a need to replace certain aged captive equipment components with related software.
NOW, THEREFORE, BE IT RESOLVED BYTHE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS:
Section 1. That all matters stated in the above preamble are true and correct and
are incorporated herein as if copied in their entirety.
Section 2. That the City Council of the City of Grapevine authorizes the purchase
of the software and equipment from Texas Underground Inc. for an estimated cost of
$65,440.00.
Section 3. That the City Manager, or his designee, is authorized to take all steps
necessary to consummate the purchase of said captive equipment and software.
Section 4. That this resolution shall take effect from and after the date of its
passage.
PASSED AND APPROVED BY THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS on this the 1 st day of March, 2011.
