SUBJECT: CONSIDER APPROVAL TO PURCHASE NORTH AMERICAN
FIRE HOSE AND EQUIPMENT FOR THE FIRE DEPARTMENT
FROM CASCO INDUSTRIES AND CONSIDER THEM A SOLE
SOURCE PROVIDER
RECOMMENDATION:
City Council to consider approval of the purchase of North American fire hose and
equipment from Casco Industries, Inc. and consider them a sole source provider in the
total amount of $19,492.
FUNDING SOURCE:
Funds are budgeted in accounts 325- 42281 - 210 -11 and Capital Equipment /Apparatus
and Tools /Fire /FY 2011.
BACKGROUND:
This procurement will be made as a sole source in accordance with Local Government
Code Chapter 252, Subchapter B, Section 252.022 (A) (7) (A). In accordance with
purchasing policy formal bids and advertisements are not required for purchases under
$50,000.
This purchase is for the replacement of various sizes and lengths of fire hose and
equipment that is more than 10 years of age and has reached the end of its safe
operating period or has failed the required pressure tests.
The City of Grapevine Fire Department is standardizing equipment and has been using
North American fire hoses and equipment for the last five years as a result of a request
for quotes. North American fire hoses met the quoted specifications that stated minimum
standards for test pressure, burst testing and kink testing. Casco Industries is the
exclusive distributor for North American fire hoses and this product cannot be purchased
through competitive bidding. Attached is the company's sole source letter.
Staff recommends approval of the purchase of North American fire hose and equipment
from Casco Industries, Inc. and considering them a sole source provider in the total
amount of $19,492.

This letter is verification that Casco Industries is the exclusive, authorized North
American Fire Hose Corporation municipal fire hose product distributor for fire
departments in the state of Texas.
As such, Casco Industries employees have undergone our training program, giving
them a working understanding of the features, benefits, and suitability of our products in
specific applications. Also, their training includes important information on the care,
use and maintenance of our products to insure that the maximum service life is obtained
by the end user.

RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS, AUTHORIZING THE CITY MANAGER
OR THE CITY MANAGER'S DESIGNEE TO DECLARE
CASCO INDUSTRIES A SOLE SOURCE PROVIDER FOR
NORTH AMERICAN FIRE HOSES AND PRODUCTS AND
PROVIDING AN EFFECTIVE DATE
WHEREAS, the City of Grapevine, Texas is a local government in the State of
Texas and as such is empowered by the Texas Local Government Code Chapter 252,
Subchapter B, Section 252.022 (a) (7) (A) to consider items available from only one
source as an exception to the bidding requirements of the State of Texas; and
WHEREAS, Casco Industries is the sole distributor of North American Fire Hose
products; and
WHEREAS, the City of Grapevine, Texas has tested and currently uses North
American Fire Hose products and wishes to standardize all equipment for the Fire
Department.
NOW, THEREFORE, BE IT RESOLVED BYTHE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS:
Section 1. That all matters stated in the above preamble are true and correct and
are incorporated herein as if copied in their entirety.
Section 2. That the City Manager, or his designee, is authorized to take all steps
necessary to purchase North American Fire Hose products from Casco Industries in the
total annual amount of $19,492.00.
Section 3. That this resolution shall take effect from and after the date of its
passage.
PASSED AND APPROVED BY THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS on this the 1st day of March, 2011.
