HomeMy WebLinkAboutItem 07 - Clean Brush and Yard Waste Pilot ProgramMEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: BRUNO RUMBELOW, CITY MANAGER OWL MEETING DATE: JULY 16, 2013 RESOLUTION — CLEAN BRUSH AND Y-D WASTE PILOT PROG2,A14 RECOMMENDATION: City Council consider adopting a resolution authorizing the implementation of a three - month Clean Brush and Yard Waste Pilot Program modifying brush and bulk pickup in two residential routes, and take any necessary action. BACKGROUND: The proposed pilot program is an opportunity to assess Grapevine citizens' response to an attempt to increase the City's clean brush and yard waste generation. Clean brush and yard waste can be recycled and reused saving landfill capacity. The City's current brush and bulk program has once a week combined pickup of all brush and bulk placed at the curb. Any bulk items that are picked up on a particular route effectively contaminate the truck load and the entire truck load is directed to the landfill. The pilot program involves approximately 2,600 homes and will help us determine if the residents in the two target areas are willing to modify their weekly pickup to insure clean, recyclable brush and yard waste is recycled. The program calls for: Clean Brush and Yard Waste Only Pickup Brush and Bulk Pickup 1St 3`d & 5th Wednesday of the month 2nd & 4th Wednesday of the month Yard waste must be placed in paper yard waste bags for it to be recyclable. These bags are available at large stores, such as Walmart, Lowe's and Home Depot. Plastic yard waste bags will disqualify the waste from the recycle program but can still be used by residents on regular trash and bulk pick up days. The pilot program will be conducted in the months of September through November. Results of the program will be reviewed by City staff and subsequently submitted to Council for their review. There is no cost to residents for the pilot program or a permanent plan of this type. Staff recommends approval. July 11, 2013 (9:43AM) RESOLUTION NO. t A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS, AUTHORIZING A CLEAN BRUSH AND YARD WASTE PILOT PROGRAM WITHIN THE CITY OF GRAPEVINE, TEXAS, AND PROVIDING AN EFFECTIVE DATE WHEREAS, on June 1, 1995, by passage of Ordinance No. 95 -35 the City of Grapevine, Texas granted a franchise for solid waste services within the City (the "Franchise ") to the franchisee; and WHEREAS, on July 20, 2010, by passage of Ordinance No. 2010 -30 the City of Grapevine, Texas extended the term of the franchise five (5) years commencing on August 1, 2010; and WHEREAS, Section 1 of the Franchise provides that the services provided are subject to the restrictions set forth within the franchise and to the lawful exercise of police power by the City's Charter, ordinance, or resolution; and WHEREAS, the franchisee has offered to implement a Clean Brush and Yard Waste pilot program which would include two residential routes; and WHEREAS, this proposed program will provide each residential account, within the two residential recycle routes, with Clean Brush and Yard Waste pickup service the first, third and fifth Wednesday of each month and Brush and Bulk pickup service on the second and fourth Wednesday of each month; and WHEREAS, the clean waste diversion from the landfill and survey data will be collected by the franchisee; and WHEREAS, the proposed Clean Brush and Yard Waste pilot program will provide an opportunity to determine the residents interest in a program to divert waste from the landfill and the volume of waste that is diverted on a monthly basis; and WHEREAS, City Staff will analyze the impact of this pilot program and provide a recommendation regarding implementing the program throughout the City. NOW, THEREFORE, • • OF OF • Section 1. That all matters in the preamble of this resolution are hereby incorporated into the body of the resolution, as if fully stated herein and for all purposes. Section 2. That the City Council hereby authorizes implementation of the franchisee's proposed Clean Yard Waste and Brush pilot program. Section 3.
