City Council to consider approval of a resolution authorizing the emergency rental of a
portable restroom that was made from MMG Building & Construction Services, LLC for
Parr Park that began in the month of May 2013.
FUNDING SOURCE:
Most of the total cost will be reimbursed with the insurance settlement from the City's
insurance carrier and the remaining balance will come from the $700,000 saved in the
SH 26 landscaping project. The estimated amount of the rental including setup and
takedown is $40,000.
This emergency rental procurement was made in accordance with Local Government
Code Chapter 252, Subchapter B, § 252.022. General Exemptions (a)(3).
On May 3, 2013 the permanent restrooms located at Parr Park was destroyed by fire.
Due to the large number of citizens using the park, it was necessary to have a 12'X60'
portable restroom brought in until a new facility can be built.
The "Comfort Station" was provided by MMG Building & Construction Services, LLC.,
which is the current contractor that provides other types of port -a -lets for the City of
Grapevine.
Quotes were solicited as follows by the Parks and Recreation Department:
National Construction Rentals $2,350 /month
United Site Services $3,500 /month
MMG Building & Construction Services $4,100 /month
The National and United units were either too small and would not accommodate the
crowd we have at Parr Park or they were not available because of the Byron Nelson Golf

Tournament and Texas Motor Speedway events going on at that time. Due to these
facts and an immediate need, the monthly rental from MMG was made on an
emergency basis. The estimated rental period is 12 months.
Staff recommends approval.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS, AUTHORIZING THE CITY MANAGER
OR THE CITY MANAGER'S DESIGNEE TO APPROVE THE
EMERGENCY RENTAL OF A PORTABLE RESTROOM AND
PROVIDING AN EFFECTIVE DATE
WHEREAS, the City of Grapevine, Texas is a local government in the State of
Texas and as such is empowered by the Local Government Code Chapter 252,
Subchapter B, § 252.022. General Exemptions (a)(3) for an emergency rental of a
portable restroom; and
WHEREAS, the emergency rental was necessary because of the fire damage to the
Parr Park restrooms.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS:
Section 1. That all matters stated in the above preamble are true and correct and
are incorporated herein as if copied in their entirety.
Section 2. That the City Council of the City of Grapevine authorizes the
emergency rental from MMG Building & Construction Services, LLC that was made for a
portable restroom for an estimated period of 12 months at an estimated cost of
$40,000.00.
Section 3. That the City Manager, or his designee, is authorized to take all steps
necessary to consummate the emergency rental of said portable restroom.
Section 4. That this resolution shall take effect from and after the date of its
passage.
PASSED AND APPROVED BY THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS on this the 16th day of July, 2013.
