HomeMy WebLinkAboutItem 15 - Parr ParkMEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: BRUNO RUMBELOW, CITY MANAGER MEETING DATE: JULY 16, 2013 SUBJECT: APPROVAL OF A RESOLUTION FOR PURCHASE AND INSTALLATION OF A PRECAST RESTROOM FACILITY THROUGH AN ESTABLISHED COOPERATIVE AGREEMENT WITH THE STATE OF TEXAS TXMAS PURCHASING PROGRAM City Council to consider a resolution to purchase and install a precast concrete restroom facility to be located at Parr Park from CXT Incorporated through an established cooperative agreement with the State of Texas TXMAS purchasing program in the amount of $202,114.58. The resolution is attached for review. FUNDING SOURCE: Funding for this purchase will be funded partially by the Quality of Life Unencumbered Fund Balance and some of the total cost will be reimbursed with the insurance settlement from the City's insurance carrier. This purchase will be made in accordance with an existing Cooperative Agreement with the State of Texas TXMAS Purchasing program as allowed by Texas Local Government Code, Section 271.082 and 271.083, State Cooperative Purchasing Program. The proposed restroom facility for Parr Park is a replacement restroom facility for one that was totaled due to a fire that was started by vandals in early May. Staff in Risk Management is still negotiating the settlement with the City's insurance carrier. In the meantime, the City is leasing a modular restroom facility that will remain at the park until the new restroom facility is operational. The Council Facilities Committee met recently to select the exterior finishes on the CXT Incorporated restroom facility and photos of the proposed facility will be presented at the meeting. Bids were taken by the Cooperative and a contract was awarded to CXT Incorporated under contract TXMAS -5- 560100. Parks and Recreation staff and Purchasing reviewed 7/9/2013 (3:10:07 PM) the contract for specification compliance and pricing and determined that the contract would provide the best product and pricing for meeting the needs of the City. The Cooperative Purchasing Agreement satisfies all bidding requirements under the Texas Local Government Code. Staff recommends approval. 7/9/2013 (3:10:07 PM) RESOLUTION NO. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS, AUTHORIZING THE CITY MANAGER OR THE CITY MANAGER'S DESIGNEE TO PURCHASE A PRECAST RESTROOM FACILITY THROUGH AN ESTABLISHED STATE COOPERATIVE CONTRACT AND PROVIDING AN EFFECTIVE DATE WHEREAS, the City of Grapevine, Texas is a local government in the State of Texas and as such is empowered by the Texas Local Government Code, Section 271.082 and 271.083 to purchase an item under state contract therefore satisfying any state law requiring local governments to seek competitive bids; and WHEREAS, the State of Texas TXMAS Purchasing program is a qualified purchasing cooperative program as authorized by Section 271.082 and 271.083 of the Texas Local Government Code; and WHEREAS, the City of Grapevine, Texas, has established a Cooperative Agreement with the State of Texas, #M2201, and wishes to utilize a contract meeting all State of Texas requirements; and WHEREAS, the State of Texas TXMAS program has an established contract #TXMAS -5- 560100 with CXT Incorporated for concrete buildings. AOW, THEREFORE, RESOLVED c • OF OF GRAPEVINE, TEXAS: Section 1. That all matters stated in the above preamble are true and correct and are incorporated herein as if copied in their entirety. Section 2. That the City Council of the City of Grapevine authorizes the purchase of a precast restroom facility from CXT Incorporated for Parr Park for a total cost not to exceed $202,114.58 Section 3. That the City Manager, or his designee, is authorized to take all steps necessary to consummate the purchase of said restroom facility.
