HomeMy WebLinkAboutItem 16 - Water Treatment PlantMEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: BRUNO RUMBELOW, CITY MANAGER �A MEETING DATE: JULY 16, 2013 SUBJECT: APPROVAL OF A RESOLUTION FOR A SOLE SOURCE PURCHASE OF REPLACEMENT CHLORINE AND AMMONIA EQUIPMENT FOR THE WATER TREATMENT PLANT City Council to consider approval of a resolution authorizing the sole source purchase of replacement chlorine and ammonia equipment from Hartwell Environmental Corporation for the water treatment plant. FUNDING SOURCE: Funding for this purchase is currently available in account 200 - 43360 -534 -0 (Utility PCMF fund) in the amount of $46,572.00. This procurement will be made as a sole source in accordance with Local Government Code Chapter 252, Subchapter B, § 252.022 General Exemptions (a)(7)(d). The City of Grapevine water treatment plant has chlorine and ammonia feed systems that were installed in 1989 when the plant was expanded. This equipment needs to be replaced due to age and increasing repair costs. While the system has been reliable, requiring only the annual maintenance, major components of the equipment is failing at a greater rate, which is requiring more costly repairs and necessitates this replacement. The City of Grapevine water treatment plant is also required to maintain a Risk Management Plan (RMP) administered through the Environmental Protection Agency (EPA), which is associated with having these chemicals and equipment on site. Currently, the water treatment plant has an approved RMP plan with the EPA and it covers the part of that plan which requires the City to have approved engineered designs of the storage and feed system of these chemicals. If the plant changes equipment and is not replaced with something equivalent, then we would be required to have a new engineering design and a new EPA RMP plan to cover the new equipment. 4:59:15 PM 7/10/2013 RESOLUTION NO. u6AM Mont e A a ou A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS, AUTHORIZING THE CITY MANAGER OR THE CITY MANAGER'S DESIGNEE TO APPROVE THE SOLE SOURCE PURCHASE OF REPLACEMENT CHLORINE AND AMMONIA EQUIPMENT AND PROVIDING AN EFFECTIVE DATE WHEREAS, the City of Grapevine, Texas is a local government in the State of Texas and as such is empowered by Texas Local Government Code Chapter 252, Subchapter B, § 252.022. General Exemptions (a)(7)(d) to purchase said equipment on a sole source basis; and WHEREAS, the sole source purchase is necessary because the water treatment equipment needs to be replaced with the same brand equipment due to additional costs associated with replacing it with another brand of equipment. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS: Section 1. That all matters stated in the above preamble are true and correct and are incorporated herein as if copied in their entirety. Section 2. That the City Council of the City of Grapevine authorizes the sole source purchase from Hartwell Environmental Corporation for Severn Trent Services - Capital Controls for replacement chlorine and ammonia equipment at a cost of $46,572.00. Section 3. That the City Manager, or his designee, is authorized to take all steps necessary to consummate the emergency repair that was made on said water pump. Section 4. That this resolution shall take effect from and after the date of its passage. PASSED AND APPROVED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS on this the 16th day of July, 2013.
