SUBJECT: ADVANCED FUNDING AGREEMENT AMENDMENT # 2
RECOMMENDATION:
City Council to consider approving Advanced Funding Agreement # 2 with TxDOT for the
Euless Grapevine/Stone Myers Parkway construction project, authorize staff to execute
said amendment and take any necessary action.
FUNDING SOURCE:
Funds are programmed for Euless Grapevine Road /Stone Myers Parkway from OOA GO
Bonds, account number 178 -78106 -012.
BACKGROUND:
Staff has. previously briefed the City Council on the Hudgins Street Roadway and
Pedestrian Enhancement Project being awarded funds from the NCTCOG under the 2009
Call for Projects. The award provided for $567,000 in federal funds from the NCTCOG and
$141,700 from the City, (80 %/20 %).
The NCTCOG Staff proposed that we try to reallocate funds between projects on -going in
Grapevine to remove the less flexibile federal requirements from the relatively small scale
Hudgins Street project.
The City Staff, TxDOT Staff and NCTCOG Staff developed a means to accomplish this by
increasing the federal funding for the Euless Grapevine I Stone Myers Parkway by
$567,000 from the Hudgins Street project and reducing the required City participation by an
equal amount. The City can then apply the funds released from our commitment to Euless
Grapevine/Stone Myers Parkway to construct the Hudgins Street project solely with City
Funds.
The proposed amendment reflects the funding modifications.
Staff recommends approval.

ADVANCE FUNDING AGREEMENT
AMENDMENT #2
THIS AMENDMENT IS MADE BY AND BETWEEN the State of Texas, acting through the Texas Department of
Transportation, hereinafter called the State, and the City of Grapevine, acting by and through its duly authorized officials,
hereinafter called the Local Government.
WITNESSETH
WHEREAS,. the State and the Local Government executed a contract on July 6, 2004 to effectuate their agreement to the
widening of Euless- Grapevine Road from 2 to 4 lanes from SH 360 to SH 121, constructing a new 4 lane undivided
section; and,
WHEREAS, Amendment #1 was executed on April 8, 2008; and,
WHEREAS, the North Central Texas Council of Governments has revised the scope of work t6.add'traf ic.sigdat.
improvement on Mustang Drive at Stone Meyers Parkway and to clarify the limits as Euless- GrapevinelMusiang:from SH.

from 2 to 4 lane.: undivided and construct new 4 lane; undivided on segment'of Stone Meyers'Parkway.from Prospect
Parkway to Mustang-,Drive; decrease the,:aufhorized funding by.$175,000;00 to $7,021,000 ($4,851-503:1 ederaF;funds
and $2,169,497 local. participation); and
WHEREAS, it has become necessary to amend that contract;
NOW THEREFORE, in consideration of the premises and of the mutual covenants and agreements of the parties hereto,
the State and the Local Government do agree as follows:
AGREEMENT
Article 1. Description of Amended Items
Attachment C -1, Project Budget Estimate and Source of Funds, of Amendment #1 is deleted in its entirety, and
replaced with Attachment C -2, Project Budget Estimate and Source of Funds
All other provisions of the original contract are unchanged and remain in full force and effect.
Article 2. Signatory Warranty
The signatories to this amendment warrant that each has the authority to enter into this agreement on behalf of the
organization represented.
