HomeMy WebLinkAboutItem 08 - Bunker GearMEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: BRUNO RUMBELOW, CITY MANAGER 1'Z— MEETING DATE: MARCH 15, 2011 SUBJECT: APPROVAL TO ESTABLISH A CONTRACT FOR THE PURCHASE OF PROTECTIVE CLOTHING (BUNKER GEAR) FOR THE FIRE DEPARTMENT THROUGH AN INTERLOCAL AGREEMENT WITH THE CITY OF NORTH RICHLAND HILLS RECOMMENDATION: City Council to consider approval to establish a contract for the purchase of various types of protective clothing (bunker gear) for the Fire Department from Casco Industries through an interlocal agreement with the City of North Richland Hills. The total amount for this purchase is not to exceed the budgeted amount of $38,100.00. FUNDING SOURCE: Funds are. available in account 325-42281-210-11-2011 Capital Equipment/Apparatus and Tools /Fire Department in the amount of $38,100. BACKGROUND: This request is to approve a contract for the purchase of various types of protective clothing (bunker gear). Purchases will be made as required and in accordance with an interlocal agreement with the City of North Richland Hills as allowed by Texas Local Government Code, Section 271.102. Bids were taken by the City of North Richland Hills and a contract was awarded to Casco Industries under bid number 10 -042 (see attached paperwork). This request is for approval of a contract to purchase fire protective clothing (bunker gear) for the Fire Department to be used when responding to emergency calls. The triple layer clothing is made of fire resistant materials that make it possible for fire fighters to enter burning buildings. The clothing conforms to the National Fire Protection Association's standards which specify a minimum standard of design, performance, safety, testing and certification requirements. The clothing consists of bunker jackets, pants and safety lettering. A resolution authorizing participation in an interlocal agreement with the City of North Richland Hills is on the current agenda, March 15, 2011. The interlocal purchasing March 9, 2011 (4:06PM) agreement allows each City to purchase from existing contracts and satisfies all bidding requirements under the Local Government Code. The contract is for a 12 month period ending on October 4, 2011 with an additional four renewal periods of 12 months. Casco Industries has provided this service to the City in the past with satisfactory result. Sincerely, Jamie Brockway Purchasing Manager RESOLUTION NO. �\� A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS, AUTHORIZING THE CITY MANAGER OR THE CITY MANAGER'S DESIGNEE TO PURCHASE PROTECTIVE CLOTHING (BUNKER GEAR) THROUGH AN ESTABLISHED INTERLOCAL AGREEMENT AND PROVIDING AN EFFECTIVE DATE WHEREAS, the City of Grapevine, Texas is a local government in the State of Texas and as such is empowered by the Texas Local Government Code, Section 271.102 to enter into a Interlocal Purchasing Program Agreement with other qualified entities in the State of Texas; and WHEREAS, the City of North Richland Hills, Texas is a qualified entity as authorized by Section 271.102 of the Texas Local Government Code; and WHEREAS, the City of Grapevine, Texas, has established an Interlocal Agreement with the City of North Richland Hills, Texas and wishes to utilize an established contract for protective clothing (bunker gear) that has met all State of Texas bidding requirements. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE; TEXAS: Section 1. That all matters stated in the above preamble are true and correct and are incorporated herein as if copied in their entirety. Section 2. That the City Council of the City of Grapevine authorizes participation in the contract established by the City of North Richland Hills, Texas. Section 3. That the City Manager, or his designee, is authorized to take all steps necessary to establish participation in the contract for fire fighter protective clothing. Section 4.
