HomeMy WebLinkAboutItem 12 - MowerslTr= 1;L MEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: BRUNO RUMBELOW, CITY MANAGERZ�1— MEETING DATE: MARCH 15, 2011 SUBJECT: APPROVAL OF THE PURCHASE OF REPLACEMENT MOWERS FOR PARKS AND RECREATION THROUGH AN INTERLOCAL AGREEMENT WITH THE LOCAL GOVERNMENT PURCHASING COOPERATIVE (BUYBOARD) RECOMMENDATION: City Council to consider approval of the purchase of replacement mowers for the Parks and Recreation Department from Professional Turf Services through an interlocal agreement with Local Government Purchasing Cooperative (Buyboard). The total cost of this purchase is not to exceed $72,490.31. FUNDING SOURCE: Funds are available in 325 -48860 -312 -11 (Capital Fund /Parks and RecreationfMachine Purchase Fund) in the amount of $85,000. BACKGROUND: This purchase will be made in accordance with an existing interlocal agreement with the Local Government Purchasing Cooperative (Buyboard.com) as allowed by Texas Local Government Code, Section 271.102. Cooperative Purchasing Program. Bids were taken by the Cooperative and a contract was awarded to the vendor shown below under contract number 292 -08. The Interlocal Agreement and Cooperative Purchasing Agreement satisfy all bidding requirements under the Local Government Code. The purpose of this request is to approve the purchase of replacement mowers in the Parks and Recreation Department that are seven to 12 years old, past their life expectancy criteria. Maintenance has become cost prohibitive. The Toro 5510 will replace an existing smaller and less productive Toro that is 12 years old. Both the Toro Workman MD and the Toro 5040 will replace similar models and are seven and nine years old. The replacement criteria for these mowers are five to seven years. The total cost not to exceed $72,490.31. XV March 10, 2011 (11:06AM) RESOLUTION NO. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS AUTHORIZING THE CITY MANAGER OR THE CITY MANAGER'S DESIGNEE TO PURCHASE PARK MOWERS THROUGH AN ESTABLISHED INTERLOCAL AGREEMENT AND PROVIDING AN EFFECTIVE DATE WHEREAS, the City of Grapevine, Texas is a local government in the State of Texas and as such is empowered by the Texas Local Government Code, Section 271.102 to enter into a Cooperative Purchasing Program Agreement with other qualified entities in the State of Texas; and WHEREAS, the Local Government Purchasing Cooperative (Buyboard.com) is a qualified purchasing cooperative program as authorized by Section 271.102 of the Texas Local Government Code; and WHEREAS, the City of Grapevine, Texas has established an Interlocal Agreement with the Local Government Purchasing Cooperative (Buyboard.com) and wishes to utilize established contracts meeting all State of Texas bidding requirements; and WHEREAS, the Local Government Purchasing Cooperative (Buyboard.com) has established a contract, #292 -08, with Professional Turf Services; and WHEREAS, the Parks Department's specifications are such, through staff evaluation, that the only manufacturer that can meet the specification is The Toro Company. NOW THEREFORE; BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE., TEXAS: Section 1. That all matters stated in the above preamble are true and correct and are incorporated herein as if copied in their entirety. Section 2. That the City Council of the City of Grapevine authorizes the purchase of three mowers from Professional Turf Products through an Interlocal Agreement with the Local Government Purchasing Cooperative (Buyboard.com) not to exceed $72,490.31. Section 3. That the City Manager, or his designee, is authorized to take all steps necessary to consummate the purchase of said services. Section 4.
