HomeMy WebLinkAboutItem 16 - Minutes1:1.1 He stated that the proposed tax rate for FY2008 is $0.3625 per $100.00 valuation. With this rate, the General Fund balance equals 79 days of operations. The Budget projected ending general fund balance is $8,211,273.00. General Fund operating revenues anticipated for FY08 are $47,256,389.00 with operating expenditures projected at $38,162,229.00. Mr. Rumbelow noted that the budget includes funding for pay raises for employees with a 4% pay scale adjustment to keep our pay scales at the 501h percentile; 3% merit increases for eligible employees on the merit pay plan; and, 5% for eligible employees on the public safety step plan. The funding level is in keeping with the City's strategic plan for improving recruitment and retention of employees. City Manager Rumbelow reviewed the Special Revenue Funds, Convention & Visitors Bureau Fund, Stormwater Drainage Fund, Utility Enterprise Fund, Debt Service Fund and the Lake Enterprise Fund with the City Council. He noted the only proposed fee increase in FY08 are the golf fees. At the conclusion of the presentation by Mr. Rumbelow, Mayor Tate announced the budget workshop scheduled for Wednesday, August 8, 2007 would not be necessary and would be cancelled. There was no formal action taken by the City Council. Upon reconvening in open session in the Council Chambers, Mayor Tate asked if there was any action necessary relative to the closed session. City Manager Bruno Rumbelow stated there was no action necessary relative to real property or conference with City Manager and Staff under Sections 551.072 and 551.087, Texas Government Code. 08/07/07 NOTE: City Council continued with the Regular City Council meeting in open session in the City Council Chambers. PRESENTATION FRIENDS OF THE GRAPEVINE SENIOR ACTIVITIES CENTER Mr. Ken Anderson, President of the Friends of the Grapevine Senior Activities Center (FOGSAC), reported on the activities of the 501(c)(3) corporation that was formed to receive tax deductible gifts to support the Grapevine Senior Activities Center. The funds received are used to improve technology, fund recurring programs and further educational opportunities at the center. The mission statement of the FOGSAC is to preserve and foster the growth, independence and security of the senior citizens who participate in activities at the Grapevine Senior Activities Center. A plaque was then presented to Senior Center Director Kaye Grayson depicting the names of the donors to the Senior Center. ITEM 2. RESOLUTION, ACCEPT CERTIFIED TAX ROLL Administrative Services Director Bill Gaither recommended approval of a resolution accepting the certified tax roll. Ms. Colette Franklin, Tax Assessor, has submitted this information to the City and has also certified that the estimated tax collection rate for the tax year 2007 is 100%. As prescribed by law, the appraised value from the certified roll is $6,889,639,004, less $1,073,800,303 in exemptions, produces a net taxable value of $5,815,838,701. The new construction value included in the net taxable value amount is $78,232,086. The City Council designates Colette Franklin (RTA, CSTA) as the official person to calculate and publish the effective tax rate calculation for the City of Grapevine, Texas for tax year 2007. RESOLUTION AUTHORIZE IN -VEHICLE AUTOMATIC LOCATOR SYSTEM Police Chief Eddie Salame recommended approval of a resolution for the purchase of an in -vehicle automatic vehicle locator system from GeoComm, Inc. under the United States General Services Administration Federal Supply Schedule for a total cost not to exceed $73,270.33. The system will allow dispatchers to pinpoint the location of each police car or fire apparatus which will provide a safety net for first responders. PROPOSED TAX RATE FOR TAX YEAR 2007 City Manager Bruno Rumbelow stated that new Legislation requires certain steps to be followed to approve an ad valorem tax rate that would produce more revenue than the rate of the previous year. The first step in this process is for a record vote of intent to consider approving the rate and calling two public hearings before the Council prior to approving the tax rate and the budget. The effective rate for tax year 2007 is $0.34490 as calculated by Colette Franklin, the City's Tax Assessor. The proposed rate that is being considered for the FY 2008 budget (2007 tax year) is $0.3625. Mr. Rumbelow recommended approval of a motion to propose an ad valorem tax rate for tax year 2007 of $0.3625 and to schedule public hearings on the proposed rate for August 28, 2007 at 5:00 p.m. and September 11, 2007 at 5:00 p.m. in the City Council Chambers, 200 South Main Street, Grapevine, Texas. 08/15/07 Mayor Pro Tem Ware, seconded by Council Member Wilbanks, offered a motion to propose an ad valorem tax rate for tax year 2007 of $0.3625 and to schedule public hearings on the proposed rate for August 28, 2007 at 5:00 p.m. and September 11, 2007 at 5:00 p.m. in the City Council Chambers, 200 South Main Street, Grapevine, Texas.
