HomeMy WebLinkAboutItem 03 - Fire Boat and TrailerITEM # MEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: BRUNO RUMBELOW, CITY MANAGER - MEETING DATE: APRIL 5, 2011 SUBJECT: CONSIDER APPROVAL OF A RESOLUTION TO PURCHASE A FIRE BOAT AND ASSOCIATED TRAILER THROUGH THE FEDERAL GSA PROGRAM RECOMMENDATION: City Council to consider approval of a resolution to purchase a fire boat and associated trailer from SeaArk Marine through Schedule 84 of the Federal GSA program in the total amount of $170,577. FUNDING SOURCE: Funds are budgeted in account 325 - 48910 -210 -11 Capital Equipment/Machine Purchase Fund /FY2011 Capital Acquisitions /Motor Vehicles /Fire Department. BACKGROUND: This procurement will be made through Schedule 84 of the Federal GSA cooperative purchasing program as allowed by Local Government Code Chapter 271, Subchapter G, Section 271.103 (a) (b). The Federal General Services Administration has a contract with SeaArk Marine under contract number GS07F0012J. A copy of the SeaArk Marine compliance letter is attached for review. Local governments purchasing through this program satisfy any state law requiring the local government to seek competitive bids for the purchase of goods or services. This request is to approve the purchase of one 28' aluminum hull fire boat with enclosed center console and includes an associating trailer to replace the current SeaArk Fire Boat purchased in 1990. Over the past 21 years the mission on Grapevine Lake has changed for the fire department. Overall response volume is up considerably and the types of property, including boats and marina property have increased in size and complexity. The Grapevine Fire Department also responds to dive rescue /recovery operations at the lake. The current boat has exceeded its useful life expectancy in life cycle cost, hours of service time, time in service and other special circumstances. Factors considered for a replacement boat include; hull material, value, durability, service, proximity of manufacturer, manufacturer experience building fire boats, price, maintenance, and input from Fleet Manager. SeaArk has over 40 years experience in building boats used specifically for firefighting March 30, 2011 (10:28AM) purposes_ SeaArk has a tremendous amount of experience in building boats specifically for fighting fire with integrated fire pumps. Our experience and history with SeaArk products has been very positive. Our current boat has served the department and the citizens if Grapevine for well over 20 years. Their reputation with our department and other departments across the country is impeccable. SeaArk manufactures boats for many public entities including all branches of the military, U.S. Coast Guard, and numerous law enforcement entities. Many agencies who have fleets of watercraft vessels buy SeaArk products exclusively. That the City Manager, or his designee, is authorized to take all steps necessary to consummate the purchase of said fire boat.
