HomeMy WebLinkAboutItem 07 - Fire Boat MotorsITEM # MEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: BRUNO RUMBELOW, CITY MANAGER MEETING DATE: APRIL 5, 2011 SUBJECT: APPROVAL OF A RESOLUTION TO PURCHASE FIRE BOAT MOTORS THROUGH A COOPERATIVE AGREEMENT WITH THE STATE OF TEXAS CO -OP PURCHASING PROGRAM (TXSMARTBUY) RECOMMENDATION: City Council to consider approval of a Mercury Marine through a cooperative Purchasing Program (TxSmartBuy). The $26,506. FUNDING SOURCE: resolution to purchase fire boat motors from agreement with the State of Texas Co -op total cost of this purchase is not to exceed Funding for this expenditure is available in account 325 -48910 -210 -11 Capital Equipment/Machinery Purchase Fund /Motor Vehicles /Fire Department. BACKGROUND: This purchase will be made in accordance with an existing Cooperative Agreement with the State of Texas Co -op Purchasing program (TxSmartBuy) as allowed by Texas Local Government Code, Section 271.083 (4)(b). State Cooperative Purchasing Program. Bids were taken by the Cooperative and a contract was awarded to Mercury Marine under contract number 120 -A1. The Interlocal Agreement and Cooperative Purchasing Agreement satisfy all bidding requirements under the Local Government Code. This purchase is for two, 225 Horsepower Verado Motors for propulsion of the new 28' SeaArk Aluminum Hull Fire Boat. The budget of $250,000 was approved by the City Council for purchase of the fire boat, trailer, motors, fire pump, and other necessary items associated with the fire boat purchase during this fiscal year. Mercury has an excellent history of reliable, durable outboard motors. The motors are twin 225 horsepower Mercury Verados. These motors are four stroke engines with a reputation for improved fuel economy, quiet operation, and maneuverability in the twin engine configuration. March 30, 2011 (10:31 AM) Another important factor for selecting Mercury is the proximity to an authorized repair and warranty center. Bass Pro Shops in Grapevine is a five star authorized Mercury repair and warranty shop. The proximity of Bass Pro Shops will mean the boat will be out of service for shorter periods of time for warranty work or should major repairs be necessary. Regular maintenance and minor repairs are done by Fleet Services technicians who are familiar with Mercury products as the current fire boat is powered by a Mercury motor. The Fleet Manager for the City of Grapevine is familiar with and recommends Mercury Marine for the propulsion of the new fire boat. Staff recommends approval of the purchase of fire boat motors from Mercury Marine through a cooperative agreement with the State of Texas Co -op Purchasing Program (TxSmartBuy). The total cost of this purchase is not to exceed $26,506. 161:7 March 30, 2011 (10:31 AM) 1D RESOLUTION NO. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS, AUTHORIZING THE CITY MANAGER OR THE CITY MANAGERS' DESIGNEE TO PURCHASE TWO OUTBOARD MOTORS FOR THE FIRE DEPARTMENT'S NEW FIRE BOAT THROUGH AN ESTABLISHED COOPERARATIVE AGREEMENT AND PROVIDING AN EFFECTIVE DATE WHEREAS, the City of Grapevine, Texas is a local government in the State of Texas and as such is empowered by the Texas Local Government Code, Section 271.083(4)(b) to purchase an item under a state contract therefore satisfying any state law requiring local governments to seek competitive bids for the purchase of the item; and WHEREAS, the TxSMARTBUY program with the State of Texas is a qualified purchasing program; and WHEREAS, the City of Grapevine, Texas has an established Cooperative Agreement with the State of Texas, Co-Op # M2201 and wishes to utilize a contract meeting all State of Texas bidding requirements; and WHEREAS, the State of Texas has an established contract #120 -A1 with Mercury Marine, Division of Brunswick for outboard motors. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS: Section 1.' That all matters stated in the above preamble are true and correct and are incorporated herein as if copied in their entirety. Section 2.' That the City Council of the City of Grapevine authorizes the purchase of two outboard motors from Mercury Marine, Division of Brunswick, Quote #3323925, at a cost of $26,506.00. Section 3. That the City Manager, or his designee, is authorized to take all steps necessary to consummate the purchase of said motors. Section 4. That this resolution shall take effect from and after the date of its passage. PASSED AND APPROVED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS on this the 5th day of April, 2011.
