HomeMy WebLinkAboutItem 08 - Ford F550 TruckITEM # MEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: BRUNO RUMBELOW, CITY MANAGER MEETING DATE: APRIL 5, 2011 SUBJECT: APPROVAL OF A RESOLUTION TO PURCHASE A 2011 FORD F -550 TRUCK FOR THE WASTE WATER DIVISION THROUGH AN INTERLOCAL AGREEMENT WITH THE LOCAL GOVERNMENT PURCHASING COOPERATIVE (BUYBOARD) RECOMMENDATION: City Council to consider approval of a resolution to. purchase a 2011 Ford F -550 with service body and knuckleboom crane for the Wastewater division of Public Works from Philpott Motors through an interlocal agreement with the Local Government Purchasing Cooperative (Buyboard). The total cost of this purchase is not to exceed $99,000. FUNDING SOURCE: Funding for this expenditure is available in account 325- 48910 -531 -11 Capital Equipment/Machine Purchase Fund /FY2011 Capital Acq u i sitionsl Motor Vehicles. BACKGROUND: This purchase will be made in accordance with an existing Interlocai Agreement with the Local Government Purchasing Cooperative (Buyboard.com) as allowed by Texas Local Government Code, Section 271.102 Cooperative Purchasing Program. Bids were taken by the Cooperative and a contract was awarded to Philpott Motors under contract number 358 -10. The Interlocal Agreement and Cooperative Purchasing Agreement satisfy all bidding requirements under the Local Government Code. Council approved the Vehicle and Equipment Replacement List for FY 2011. This list includes the replacement of unit 31429 Service truck. This unit meets the Fleet Replacement Criteria in life cycle cost, time in service and special circumstances. This unit is used at the waste treatment plant for removing pumps and motors and reaching difficult positions at great lengths while lifting heavy weights. The Wastewater Division will also use the vehicle at lift stations and man -holes that can't be reached by standard cranes and where safety is of great concern. March 30, 2011 (9:25AM) This unit is a high demand and critical piece of Wastewater equipment and replacement will be of a superior quality that meets the requirements and needs. Staff recommends approval of the purchase of a 2011 Ford F -550 with service body and knuckleboom crane for the Wastewater division of Public Works from Philpott Motors through an interlocal agreement with the Local Government Purchasing Cooperative (Buyboard). A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GRAPEVINE; TEXAS AUTHORIZING THE CITY MANAGER OR THE CITY MANAGER'S DESIGNEE TO PURCHASE A 2011 FORD F -550 THROUGH AN ESTABLISHED INTERLOCAL AGREEMENT AND PROVIDING AN EFFECTIVE DATE WHEREAS, the City of Grapevine, Texas is a local government in the State of Texas and as such is empowered by the Texas Local Government Code, Section 271.102 to enter into a Cooperative Purchasing Program Agreement with other qualified entities in the State of Texas; and WHEREAS, the Local Government Purchasing Cooperative (Buyboard.com) is a qualified purchasing cooperative program as authorized by Section 271.102 of the Texas Local Government Code; and WHEREAS, the City of Grapevine, Texas has established an Interlocal Agreement with the Local Government Purchasing Cooperative (Buyboard.com) and wishes to use established contracts meeting all State of Texas bidding requirements; and WHEREAS; the Local. Government Purchasing Cooperative: (Buyboard.com) has established a. contract with P.hilpott Motors contract. #368 -10, for Heavy Duty Trucks. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS: Section 1. That all matters stated in the above preamble are true and correct and are incorporated herein as if copied in their entirety. Section 2. That the City Council of the City of Grapevine authorizes the purchase of a 2011 Ford F -550 through an Interlocal Agreement with the Local Government Purchasing Cooperative (Buyboard.com) for $86,515.00. Section 3. That the City Manager, or his designee, is authorized to take all steps necessary to consummate the purchase of said heavy duty truck. Section 4. That this resolution shall take effect from and after the date of its passage. PASSED AND APPROVED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS on this the 5th day of April, 2011.
