HomeMy WebLinkAboutItem 09 - Water Treatment PlantITEM MEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: BRUNO RUMBELOW, CITY MANAGER MEETING DATE: APRIL 5, 2011 SUBJECT: APPROVAL OF A RESOLUTION TO PURCHASE THE UPGRADE REPLACEMENT AND MOVE OF AN ELECTRICAL PANEL AND TRANSFORMER AT THE WATER TREATMENT PLANT THROUGH AN ESTABLISHED INTERLOCAL AGREEMENT WITH THE COOPERATIVE PURCHASING NETWORK RECOMMENDATION: City Council to consider a resolution to purchase an upgrade replacement and move of an electrical panel and transformer at the Water Treatment Plant from Core Construction through an established interlocal agreement with the Cooperative Purchasing Network in an amount not to exceed $18,600. FUNDING SOURCE: Funds are available in account 200 - 43360 -534 -0 Utility Enterprise Fund (PCMF) 1 Permanent Capital Maintenance I Water Supply Infrastructure Maintenance. BACKGROUND: Authority for such services is granted under Texas Local Government Code, Section 271.102 This contract will be established under an interlocal agreement with the Cooperative Purchasing N etwork (TCPN). Council approved participation in the cooperative on May 16, 2000. Local governments purchasing through this program satisfy any state law requiring the local government to seek competitive bids for the purchase of goods or services. TCPN has an established contract under contract number R4955 with Core Construction for job order contracting for electrical service installations and equipment. The current contract will expire on March 31, 2015. The water plant currently has a transformer and breaker panel located in the basement which was originally installed without protection from water or the damp environment. As a result of the environment, the breaker panel and transformer have become damaged and in need of repair because of safety issues. The existing breaker panel will be removed and replaced with a NEMA 4X box for connections and the breaker panel and transformer will be relocated to a more suitable environment from the basement to main level with the existing electrical panels. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS, AUTHORIZING THE CITY MANAGER OR THE CITY MANAGER'S DESIGNEE TO PURCHASE WATER TREATMENT PLANT TURNKEY ELECTRIC SERVICE AND TRANSFORMER MOVE AND UPGRADE THROUGH AN ESTABLISHED 1NTERLOCAL AGREEMENT AND PROVIDING AN EFFECTIVE DATE WHEREAS, the City of Grapevine, Texas is a local government in the State of Texas and as such is empowered by the Texas Local Government Code, Section 271.102 to enter into a cooperative purchasing program agreement with other qualified entities in the State of Texas; and WHEREAS, The Cooperative Purchasing Network (TCPN) is a qualified purchasing cooperative program as authorized by Section 271.102 of the Texas Local Government Code; and WHEREAS, the City of Grapevine, Texas, has established an lnterlocal Agreement with The Cooperative Purchasing Network (TCPN) and wishes to utilize established contracts meeting all State of Texas bidding requirements; and WHEREAS, The Cooperative Purchasing Network (TCPN) has established a contract with Core Construction TCPN contract R4955 for job order contracting for electrical service installations and equipment; and WHEREAS, the current electric panels and transformers need to be moved and upgraded. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS: Section 1. That all matters stated in the above preamble are true and correct and are incorporated herein as if copied in their entirety. Section 2. That the City Council of the City of Grapevine authorizes the purchase of electric service and transformer move and upgrade from Core Construction in an amount not to exceed $18,000.00. Section 3. That the City Manager, or his designee, is authorized to take all steps necessary to consummate the purchase of said equipment. Section 4. That this resolution shall take effect from and after the date of its passage. PASSED AND APPROVED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS on this the 5th day of April, 2011.
