HomeMy WebLinkAboutItem 10 - Melter and Crack SealerMEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: BRUNO RUMBELOW, CITY MANAGER,$\ MEETING DATE: APRIL 5, 2011 SUBJECT: APPROVAL OF A RESOLUTION TO PURCHASE A MELTER AND CRACK SEALER FOR THE STREETS DIVISION THROUGH AN INTERLOCAL AGREEMENT WITH THE LOCAL GOVERNMENT PURCHASING COOPERATIVE (BUYBOARD) RECOMMENDATION: City Council to consider approval of a resolution to purchase a melter and crack sealer for the. Streets division of Public Works from Crafco Texas Inc. through an interlocal agreement. with the Local Government Purchasing Cooperative (Buyboard). The total cost of this purchase is not to exceed $48,569.09. FUNDING SOURCE: Funding for this expenditure is available in account 325 - 48910 - 415 -11 Capital Equipment/Machine Purchase Fund /FY2011 Capital Acquisitions /Motor Vehicles /Public Works. m-me] Zil1Jr+I This purchase will be made in accordance with an existing Interlocal Agreement with the Local Government Purchasing Cooperative (Buyboard.com) as allowed by Texas Local Government Code, Section 271.102 Cooperative Purchasing Program. Bids were taken by the Cooperative and a contract was awarded to Crafco Texas Inc. under contract number 345 -10. The Interlocal Agreement and Cooperative Purchasing Agreement satisfy all bidding requirements under the Local Government Code. Council approved the Vehicle and Equipment Replacement List in the FY 2011 budget. This list includes the replacement of unit 15249 (melter and crack sealer). This unit meets the Fleet Replacement Criteria in life cycle cost, time in service and special circumstances. This unit is a special and highly utilized piece of equipment used by the Street Division and is recommended to be replaced with equal or better. This unit is used for repair, service and to maintain street service levels and conditions. It is a high demand and critical piece of street equipment and requires safety consideration when in use. March 30, 2011 (9:30AM) Staff recommends approval of the purchase of a 2011 Crafco melter and crack sealer for the Street division of Public Works from Crafco Texas, Inc. through an interlocal agreement with the Local Government Purchasing Cooperative (Buyboard). The total cost of this purchase is not to exceed $48,569.09. GR March 30, 2011 (9:30AM) X 0 0 S RESOLUTION NO. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS AUTHORIZING THE CITY MANAGER OR THE CITY MANAGER'S DESIGNEE TO PURCHASE A CRAFCO SEALANT MELTER THROUGH AN ESTABLISHED INTERLOCAL AGREEMENT AND PROVIDING AN EFFECTIVE DATE WHEREAS, the City of Grapevine, Texas is a local government in the State of Texas and as such is empowered by the Texas Local Government Code, Section 271.102 to enter into a Cooperative Purchasing Program Agreement with other qualified entities in the State of Texas; and WHEREAS, the Local Government Purchasing Cooperative (Buyboard.com) is a qualified purchasing cooperative program as authorized by Section 271.102 of the Texas Local Government Code; and WHEREAS, the City of Grapevine, Texas has established an Interlocal Agreement with the Local Government Purchasing Cooperative (Buyboard.com) and wishes to use established contracts meeting all State of Texas bidding requirements; and WHEREAS, the Local Government Purchasing Cooperative (Buyboard.com) has established a contract with Crafco Texas, Inc., contract #345 -10, for Road and Bridge equipment. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS: Section 1. That all matters stated in the above preamble are true and correct and are incorporated herein as if copied in their entirety. Section 2. That the City Council of the City of Grapevine authorizes the purchase of a Crafco sealant melter through an Interlocal Agreement with the Local Government Purchasing Cooperative (Buyboard.com) for $48,569.09. Section 3. That the City Manager, or his designee, is authorized to take all steps necessary to consummate the purchase of said products and services. Section 4. That this resolution shall take effect from and after the date of its passage. PASSED AND APPROVED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS on this the 5th day of April, 2011.
