HomeMy WebLinkAboutItem 11 - Backhoe LoaderITEM # ff_ MEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: BRUNO RUMBELOW, CITY MANAGER' MEETING DATE: APRIL 5, 2011 SUBJECT: APPROVAL OF A RESOLUTION TO PURCHASE A BACKHOE LOADER FOR THE WASTEWATER DIVISION THROUGH AN INTERLOCAL AGREEMENT WITH THE LOCAL GOVERNMENT PURCHASING COOPERATIVE (BUYBOARD) RECOMMENDATION: City Council to consider approval of a resolution to purchase a 2011 Caterpillar Backhoe loader with attachments for the Wastewater division of Public Works from Holt Cat through an interlocal agreement with the Local Government Purchasing Cooperative (Buyboard). The total cost of this purchase is not to exceed $89,648. FUNDING SOURCE: Funding for this expenditure is available in account 325 -48910 -531 -11 Capital Equipment /Machine Purchase Fund /FY2011 Capital Acquisitions /Motor Vehicles. BACKGROUND.: This purchase will be made in accordance with an existing Interlocal Agreement with the Local Government Purchasing Cooperative (Buyboard_com) as allowed by Texas Local Government Code, Section 271.102 Cooperative Purchasing Program. Bids were taken by the Cooperative and a contract was awarded to Holt Cat under contract number 345 -10. The Interlocal Agreement and Cooperative Purchasing Agreement satisfy all bidding requirements under the Local Government Code. Council approved the Vehicle and Equipment Replacement List for FY 2011. This list includes the replacement of unit 31206 Backhoe Loader. This unit meets the Fleet Replacement Criteria in life cycle cost, time in service and special circumstances. This unit is used at the wastewater treatment plant for on -site material handling and off -site excavating and debris removal. The Wastewater division will also use this equipment for concrete breakout and pavement removal. This request is for a 2011 Caterpillar 420E Backhoe Loader wl hammer attachment. This unit is a highly utilized piece of Wastewater equipment and replacement will be of a superior quality that meets the requirements and needs. March 30, 2011 (9:09AM) Staff recommends approval of the purchase of a 2011 Caterpillar Backhoe Loader with attachments for the Wastewater division of Public Works from Holt Cat through an interlocal agreement with the Local Government Purchasing Cooperative (Buyboard). The total cost of this purchase is not to exceed $89,648. GR March 30, 2011 (8:56AM) RESOLUTION NO. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS AUTHORIZING THE CITY MANAGER OR THE CITY MANAGER'S DESIGNEE TO PURCHASE A CATERPILLAR BACKHOE LOADER THROUGH AN ESTABLISHED INTERLOCAL AGREEMENT AND PROVIDING AN EFFECTIVE DATE WHEREAS, the City of Grapevine, Texas is a local government in the State of Texas and as such is empowered by the Texas Local Government Code, Section 271.102 to enter into a Cooperative Purchasing Program Agreement with other qualified entities in the State of Texas; and WHEREAS, the Local Government Purchasing Cooperative (Buyboard.com) is a qualified purchasing cooperative program as authorized by Section 271.102 of the Texas Local Government Code; and WHEREAS, the City of Grapevine, Texas has established an Interlocal Agreement with the Local Government Purchasing Cooperative (Buyboard.com) and wishes to use established contracts meeting all State of Texas bidding requirements; and WHEREAS, the Local Government Purchasing Cooperative (Buyboard.com) has established a contract with Holt Cat, Inc., contract #345 -10, for Road and Bridge equipment. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS: Section 1. That all matters stated in the above preamble are true and correct and are incorporated herein as if copied in their entirety. Section 2. That the City Council of the City of Grapevine authorizes the purchase of a Caterpillar Backhoe Loader through an Interlocal Agreement with the Local Government Purchasing Cooperative (Buyboard.com) for $89,648.00. Section 3. That the City Manager, or his designee, is authorized to take all steps necessary to consummate the purchase of said products and services. Section 4. That this resolution shall take effect from and after the date of its passage. PASSED AND APPROVED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS on this the 5th day of April, 2011.
