HomeMy WebLinkAboutRES 2006-029 RESOLUTION NO. 2006-29 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS AUTHORIZING AND DIRECTING STAFF TO PARTICIPATE IN THE DEVELOPMENT OF THE TRAIL LINKAGE BETWEEN THE GAYLORD TEXAN RESORT AND CONVENTION CENTER ON LAKE GRAPEVINE AND THE MILLS RUN TRAIL AND AUTHORIZING THE CITY MANAGER OR HIS DESIGNATED REPRESENTATIVE TO ACT IN ALL MATTERS IN CONNECTION WITH THE LOCAL AIR QUALITY PROJECT; AND PROVIDING AN EFFECTIVE DATE WHEREAS, the City Council of the City of Grapevine has adopted a Parks, Recreation and Open Space Master Plan; and WHEREAS, the Parks, Recreation and Open Space Master Plan identified a connecting trail system along Lake Grapevine linking the trail at the entrance of the Gaylord Texan Resort and Convention Center on Lake Grapevine with the Mills Run Trial north of Grapevine Mills Mall; and WHEREAS, Grapevine is located in northeast Tarrant County and is within one of the North Central Texas Council of Government's Sustainable Development Areas of Interest; and WHEREAS, the proposed trail project includes addressing the new federal 8-hour ozone standard by supporting the provision of bicycle and pedestrian regional connections in the SH 26 corridor; and WHEREAS, the Local Air Quality Program (LAQP) allows for competitive funding of acceptable trail projects; and WHEREAS, the Federal share of funding will not exceed eighty percent (80%) of the cost of the project. NOW, THERFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS: Section 1. That all matters stated in the preamble are true and correct and are incorporated herein as if copied in their entirety. Section 2. That the City of Grapevine endorses the trail projects described above. Section 3. That the City of Grapevine agrees to abide by the stipulations set forth by the Transportation Enhancement program and any agreements associated with the development of the project. Section 4. That the City Council directs and designates the City Manager or his designated representative as the City's Chief Executive Officer and Authorized Representative to act in all matters in connection with the Transportation Enhancement Project described above. Section 5. That this resolution shall become effective from and after the date of its passage.
