HomeMy WebLinkAboutItem 05 - Parks and Recreation Master Plan UpdateMEMO TO: HONORABLE MAYOR AND MEMBERS OFT E CITY COUNCIL FROM: BRUNO RUMBELOW, CITY MANAGER kd MEETING DATE: MAY 17, 2011 SUBJECT: PUBLIC HEARING AND CONSIDERATION OF AN ORDINANCE AMENDING THE GRAPEVINE CODE OF ORDINANCES, CHAPTER 16 PARKS & RECREATION TO ADOPT THE 2011 PARKS & RECREATION MASTER PLAN UPDATE RECOMMENDATION: City Council to conduct a public hearing relative to the Parks & Recreation Master Plan Update and consider an ordinance amending the Grapevine Code of Ordinances amending Chapter 16, Parks & Recreation, Section 16 -01 to adopt the 2011 Parks & Recreation Master Plan Update. BACKGROUND: The City Council approved a contract with Pros Consulting on September 7, 2010 for the update of the Parks & Recreation Master Plan. The City Council last approved an update to the Open Space Master Plan on July 6, 1999. In order to be eligible for grants for parkland acquisition and development of parks and recreation facilities, the Texas Parks & Wildlife Department requires that a master plan be no older than 10 years. The process of updating the master plan included a citizen survey. A total of 700 surveys were returned and tabulated by National Service Research. Also, Pros Consulting conducted seven focus group meetings with approximately 20 citizens participating in each focus group. One of the focus groups consisted of youth in the community. The City Council gave the consultant their priorities on the Master Plan at a Council Workshop on December 21, 2010 and the Council discussed new trends in parks and recreation at a Council Workshop on February 28, 2011. Also, the Parks & Recreation Advisory Board discussed new trends in parks and recreation at their January 27th meeting. A public meeting on the Parks & Recreation Master Plan update was held on Tuesday, April 12, 2011 at the Lancaster Theatre. Approximately 75 citizens attended the meeting to give their input on the plan. Recommended Signature Projects in the Master Plan include: • Expansion of the Community Activities Center • Expansion of the Senior Activities Center (consider a multigenerational facility during the CAC expansion) May 10, 2011 (4:OOPM) • Development of a Master Plan for a 50 -70 acre special events park • Additional hike & bike trails for community connectivity • Development of a Master Plan for a nature center at Wall- Farrar Park • Development of a Master Plan to complete the development of Rockledge Park • Revisit the Master Plan for Meadowmere Park adopted by the City Council in October of 1998 General Park recommendations include: • Add more restrooms in parks and along hike and bike trails • Large group shelters at select parks throughout the system • Develop consistent signage throughout the park system • Improve existing landscaped medians • Continue to integrate art, recreation and hospitality into the approach to parks development in the city • Add multi- purpose practice /game fields at select parks • Add additional parks in underserved areas of the city • Create loop trails in the parks to add more health and wellness components, increase frequency of park usage, and to create a stronger social atmosphere in the parks • Add bike racks to downtown areas and in the parks • Add and/or improve lighting on existing sports complexes • Finish developing all parks that have an approved Master Plan •, Develop one full universal playground in the City In response to requests from citizens via the citizen surveys and comments received at the April 12th public meeting and with discussions with officials from the Corps of Engineers, the Parks & Recreation Advisory Board and staff recommend the following items be removed from the Master Plan and added to the plan. Removed from the Master Plan • Whitewater Adventure Park • Trail across the Lake Grapevine Dam Added to the Master Plan • 482 acres on Lake Grapevine designated as an Evironmentally Sensitive Area (ESA) by the Corps of Engineers • 502 acres on Lake Grapevine designated as an ESA by the City of Grapevine • 50 acres on Big Bear Creek designated as an ESA by the City of Grapevine The designation of ESAs will preserve nature based areas and wildlife habitat and viewing areas in the park system. The total acreage of the recommended ESAs is 1,034 +/- which represents 66% of the park system in Grapevine. DE May 10, 2011 (4:OOPM) 4,9. ORDINANCE NO. AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS AMENDING THE GRAPEVINE CODE OF ORDINANCES, CHAPTER 16 PARKS AND RECREATION, SECTION 16 -01, PARKS AND RECREATION MASTER PLAN RELATIVE TO ADOPTION OF THE 2011 PARKS, RECREATION AND OPEN SPACE MASTER PLAN UPDATE; PROVIDING A SEVERABILITY CLAUSE; DECLARING AN EMERGENCY AND PROVIDING AN EFFECTIVE DATE. WHEREAS, the City Council adopted the Comprehensive Parks and Recreation Master Plan on April 20, 1982 upon passage of Ordinance No. 82 -17; and WHEREAS, the City Council amended Ordinance No. 82 -17 by adoption of Ordinance No. 90 -35 on July 3, 1990 to incorporate the 1990 Comprehensive Parks and Recreation Master Plan Update; and WHEREAS, the City Council adopted the 1 995 Parks, Recreation and Open Space Master Plan on February 7, 1995 upon the passage of Ordinance No. 95 -07; and WHEREAS, the City Council adopted the 1998 Parks, Recreation and Open Space Master Plan on June 16, 1998 upon the passage of Ordinance No. 98 -73; and WHEREAS, the City Council adopted the 1999 Parks, Recreation and Open Space Master Plan on July 6, 1999 upon the passage of Ordinance No. 99 -91; and WHEREAS, the City Council desires to amend the 1999 Parks, Recreation, and Open Space Master Plan by adopting a new Parks & Recreation Master Plan; and WHEREAS, a current Parks & Recreation Space Master Plan is in the best interest of the public and in support of the health, safety, morals and general welfare of the City. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS; Section 1. That all the above premises are found to be true and correct and are incorporated into the body of this ordinance as if copied in their entirety. Section 2. That Chapter 16 Parks and Recreation, Section 16 -01(a) is hereby amended to read as follows: "That the January 1999 Parks, Recreation, and Open Space Master Plan hereinafter called the "Approved Plan ", which is on file in the office of the City Secretary, is hereby amended by the adoption of the 2011 Parks & Recreation Master Plan Update." Section 3. That if any section, article, paragraph, sentence, clause, phrase or word in this ordinance, or application thereto any person or circumstance is held invalid or unconstitutional by a Court of competent jurisdiction, such holding shall not affect the validity of the remaining portions of this ordinance; and the City Council hereby declares it would have passed such remaining portions of the ordinance despite such invalidity, which remaining portions shall remain in full force and effect. Section 4. That the fact that the present ordinances and regulations of the City of Grapevine, Texas, are inadequate to properly safeguard the health, safety, morals, peace, and general welfare of the public creates an emergency which requires that this ordinance become effective from and after the date of its passage, and it is accordingly so ordained.
