HomeMy WebLinkAboutItem 09 - Golf EquipmentI �1% MEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: BRUNO RUMBELOW, CITY MANAGER MEETING DATE: MAY 17, 2011 SUBJECT: APPROVAL OF A RESOLUTION TO PURCHASE REPLACEMENT GOLF EQUIPMENT THROUGH AN INTERLOCAL AGREEMENT WITH THE LOCAL GOVERNMENT PURCHASING COOPERATIVE (BUYBOARD) RECOMMENDATION: City Council to consider approval of the purchase of replacement golf equipment from Luber Brothers and Professional Turf Products through an interlocal agreement with Local Government Purchasing Cooperative (Buyboard). The total cost of this purchase is not to exceed $76,306.62. FUNDING SOURCE: Funding for this expenditure is available in account 325- 48860 -340 -11 Capital Equipment/Machine Purchasing Fund /Lake Enterprise /FY2011 Capital Acquisitions. BACKGROUND: This purchase will be made in accordance with an existing Interlocal Agreement with the Local Government Purchasing Cooperative (Buyboard.com) as allowed by Texas Local Government Code, Section 271.102. Cooperative Purchasing Program. Bids were taken by the Cooperative and a contract was awarded to Luber Brothers and Professional Turf Products under contract number 292 -08. The Interlocal Agreement and Cooperative Purchasing Agreement satisfy all bidding requirements under the Local Government Code. This request is to approve the purchase of replacement golf equipment listed below: TYPE VENDOR AMOUNT Light Duty Utility Vehicle Luber Brothers $ 7,332.00 Greens Sprayer w /covered broom Luber Brothers $ 33,703.92 Heavy Duty Utility Vehicle Professional Turf Products $19,283.60 Sand Pro Trap Rake Professional Turf Products $15,987.10 May 10, 2011 (4:01PM) Funds have been approved in the FY 2010 -2011 budget to replace several pieces of golf equipment used for maintenance at the City of Grapevine Municipal Golf Course. The Light Duty Utility Vehicle is to replace an existing vehicle that was purchased in December 2002. These carts historically are replaced on a 5 -6 year basis. The greens sprayer is to replace the current sprayer that was purchased in July 2003. The sprayer usually has a life expectancy of 6 -7 years. The covered broom is an add -on that would allow staff to spray on windy days that could not be sprayed with a conventional broom. The sand pro trap rake is to replace an existing rake that was purchased in October 2003. The heavy duty utility vehicle is to replace an existing vehicle that was purchased in April 2004. Both the sand trap rakes and the heavy duty utility vehicle have a life span of six to seven years. Staff received quotes from various vendors on Buyboard and determined that Luber Brothers and Professional Turf Products submitted the lowest quotes on the equipment. (see attached pricing). Staff recommends approval of the purchase of replacement golf equipment from Luber Brothers and Professional Turf Products through an interlocal agreement with Local Government Purchasing Cooperative (Buyboard). A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS AUTHORIZING THE CITY MANAGER OR THE CITY MANAGER'S DESIGNEE TO PURCHASE GOLF EQUIPMENT THROUGH AN ESTABLISHED INTERLOCAL AGREEMENT AND PROVIDING AN EFFECTIVE DATE WHEREAS, the City of Grapevine, Texas is a local government in the State of Texas and as such is empowered by the Texas Local Government Code, Section 271 .102 to enter into a Cooperative Purchasing Program Agreement with other qualified entities in the State of Texas; and WHEREAS, the Local Government Purchasing Cooperative (Buyboard.com) is a qualified purchasing cooperative program as authorized by Section 271.102 of the Texas Local Government Code; and WHEREAS, the City of Grapevine, Texas has established an Interlocal Agreement with the Local Government Purchasing Cooperative (Buyboard.com) and wishes to use established contracts meeting all State of Texas bidding requirements; and WHEREAS, the Local Government Purchasing Cooperative (Buyboard.com) has established a contract with Luber Brothers and Professional Turf Products under contract #292 -08, for Golf Equipment. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS: Section 1. That all matters stated in the above preamble are true and correct and are incorporated herein as if copied in their entirety. Section 2. That the City Council of the City of Grapevine authorizes the purchase of Golf Equipment through an Interlocal Agreement with the Local Government Purchasing Cooperative (Buyboard.com) for $76,306.62. Section 3. That the City Manager, or his designee, is authorized to take all steps necessary to consummate the purchase of said products and services. Section 4. That this resolution shall take effect from and after the date of its passage. PASSED AND APPROVED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS on this the 17th day of May, 2011.
