Invocation: Council Member Chris Coy 2. Posting of the Colors and Pledges of Allegiance: Scout Troop 144G CITIZEN COMMENTS 3. Any person who is not scheduled on the agenda may address the City Council under Citizen Comments or on any other agenda item by completing a Citizen Appearance Request form with the City Secretary. A member of the public may address the City Council regarding an item on the agenda either before or during the Council’s consideration of the item, upon being recognized by the Mayor or upon the consent of the City Council. Citizens will have 3 minutes to address Council. In accordance with the Texas Open Meetings Act, the City Council is restricted in discussing or taking action during Citizen Comments. PRESENTATIONS 4. Mayor Tate to present a proclamation recognizing the month of April as Child Abuse Prevention Month. 5. Mayor Tate to present a proclamation recognizing April 9 as Tartan Day benefiting the Grapevine Shield Foundation. 6. Mayor Tate to present a proclamation recognizing April 10-16 as National Public Safety Telecommunicators Week. 7. Public Works Director to present an update on construction projects throughout the City. NEW BUSINESS 8. Consider acceptance of the Texas Department of Transportation (TXDOT) grant for the design of the expansion of Euless-Grapevine Road, Ordinance No. 2022- 020 appropriating the funds, award the design of the Euless-Grapevine Road expansion to LJA Engineering, Inc. based upon TxDOT concurrence and take any other necessary action. CONSENT AGENDA Consent items are deemed to need little Council deliberation and will be acted upon as one business item. Any member of the City Council or member of the audience may request that an item be withdrawn from the consent agenda and placed before the City Council for full discussion. Approval of the consent agenda authorizes the City Manager, or his designee, to implement each item in accordance with Staff recommendations. 9. Consider a professional service purchase for a fireworks display for the annual Fourth of July fireworks show for 2022 from Illumination Fireworks. Convention and Visitors Bureau Director recommends approval. 10. Consider an annual contract for grounds maintenance equipment, irrigation parts, supplies and installations from Longhorn, Inc. Chief Financial Officer recommends approval. 11. Consider a fireworks permit to be held at Paradise Cove on Saturday, April 9, 2022. Fire Chief recommends approval. 12. Consider the purchase of fertilizer for the Grapevine Golf Course from Harrell’s, LLC. Golf Director recommends approval. 13. Consider the renewal of an annual contract for pre-employment background screenings with Touch Them All, Inc. Human Resources Director recommends approval. 14. Consider the renewal of an annual contract for drug testing and occupational health services with Concentra Health Services. Human Resources Director recommends approval. 15. Consider the purchase of VMware Carbon Black Antivirus, Malware, and Ransomware Protection from SHI Government Solutions, Inc. Chief Technology Officer recommends approval. 16. Consider the purchase of plumbing services at Meadowmere Park camping area. Acting Parks and Recreation Director recommends approval. 17. Consider the minutes of the March 15, 2022 Special City Council meeting and Regular City Council meeting. City Secretary recommends approval. Boyle City Attorney Tara Brooks City Secretary Call to Order Mayor Tate called the regular meeting to order at 7:33 p.m. Item 1. Invocation Council Member Chris Coy gave the invocation. Item 2. Posting of the Colors and Pledges of Allegiance Scout Troop 144G Posted the Colors and led the Pledges of Allegiance. Item 3. Citizen Comments Anne Lapkin, 901 West Texas Street, Grapevine proposed changes the City should make going forward in response to the purchasing card issues. Brenda Houghton, 1441 Hampton Road, Grapevine proposed changes the City should make going forward in response to the purchasing card issue. Victoria L. Butler, 3543 Red Bird Lane, Grapevine proposed changes the City should make going forward in response to the purchasing card issue. Becky St. John, 2702 West Kimball Avenue, Grapevine recognized the accomplishments of several student groups in the Grapevine-Colleyville ISD. Hans Strayer, 325 Ridge Road, Grapevine spoke about issues he saw as an employee of the City, suggested building inspectors be paid more, and addressed the need for more sidewalks. PRESENTATIONS Item 4. Mayor Tate to present a proclamation recognizing the month of April as Child Abuse Prevention Month. Mayor Tate presented the Child Abuse Prevention Month proclamation to Raquel Bezo from Alliance with Children. Ms. Bezo thanked the City for their support. Item 5. Mayor Tate to present a proclamation recognizing April 9 as Tartan Day benefiting the Grapevine Shield Foundation. Mayor Tate presented the proclamation for Tartan Day to Susan and Doug Berry. Tartan Day coincides with the second annual Grapevine Lake Celtic Heritage Festival and Highland Games that will be held at Meadowmere Park on April 9 to benefit the Grapevine Shield Foundation. Mr. Berry thanked the City for the proclamation and invited everyone to the attend the Lake Celtic Heritage Festival and Highland Games on April 9. Item 6. Mayor Tate to present a proclamation recognizing April 10-16 as National Public Safety Telecommunicators Week. Mayor Tate presented the proclamation for National Public Safety Telecommunicators Week to Police Chief Mike Hamlin, Fire Chief Darrell Brown, Captain Rebecca Graves, Telecommunicator Kristy Bleau and Telecommunicator Noelle Dorgan. Telecommunicator Bleau thanked the City for the recognition. Chief Hamlin praised the work of the City’s telecommunicators. Item7. Public Works Director to present an update on construction projects throughout the City. Public Works Director Bryan Beck presented this item and answered questions form Council. Mr. Beck described the projects by Oncor and Atmos as well as the current City’s projects including utility projects, the street maintenance program, Oak Grove parking lot, the signal detection project, and the enhanced striping program. Consider acceptance of the Texas Department of Transportation (TXDOT) grant for the design of the expansion of Euless-Grapevine Road, Ordinance No. 2022-020 appropriating the funds, award the design of the Euless-Grapevine Road expansion to LJA Engineering, Inc. based upon TxDOT concurrence and take any other necessary action. Public Works Director Beck presented this item and answered questions from Council. The City received a grant from TXDOT for the design of the expansion of Euless- Grapevine Road from State Highway 360 southbound service road to 150’ south of Hughes Road to include roadway alignment design, extension of the sidewalk, traffic signal design and on-street and off-street bicycle and pedestrian facilities. The federal grant provides $224,560 for the design leaving $103,440 to be funded by the City. Motion was made to accept the TXDOT grant for the design of the expansion of Euless- Grapevine Road, Ordinance No. 2022-020 to appropriate the funds and award the design contract to LJA Engineering. Motion: Freed Second: Coy Ayes: Tate, Freed, Rogers, Coy, Slechta and Leal Nays: None Approved: 6-0 ORDINANCE NO. 2022-020 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS, INCREASING ESTIMATED RECEIPTS IN THE AMOUNT $224,560 IN THE CAPITAL PROJECTS STREETS FUND TO BE RECEIVED FROM THE TEXAS DEPARTMENT OF TRANSPORTATION GRANT FOR USE IN CONJUNCTION WITH APPROVED GRANT EXPENDITURES; AUTHORIZING THE APPROPRIATION OF $328,000 IN THE CAPITAL PROJECTS STREETS FUND; DECLARING AN EMERGENCY AND PROVIDING AN EFFECTIVE DATE CONSENT AGENDA Consent items are deemed to need little Council deliberation and were acted upon as one business item. McCallum recommended approval of the th purchase of a fireworks display for the 40 Annual July Fourth Fireworks Extravaganza for an amount not to exceed $55,000. Consider an annual contract for grounds maintenance equipment, irrigation parts, supplies and installation from Longhorn, Inc. Chief Financial Officer Greg Jordan recommended approval of the contract for grounds maintenance equipment, irrigation parts, supplies and installation to be used by various departments for an annual estimated budgeted amount of $50,000. Human Resources Director Rachel Huitt recommended approval of the contract for pre- employment background screenings for an estimated amount of $25,000. Consider the renewal of an annual contract for drug testing and occupational health services with Concentra Health Services. Human Resources Director Huitt recommended approval of the contract for pre- employment drug testing, physicals, essential job function screenings and return to work screenings, among other services for an annual estimated amount of $52,000. Chief Technology Officer Tessa Allberg recommended approval of the purchase of antivirus, malware and ransomware protection for all of the City’s laptops, desktops, virtual machines, and services for an amount not to exceed $29,021. Acting Parks and Recreation Director Chris Smith recommended approval of the purchas of plumbing fixtures and installation for a custom on-site build of four individual ADA accessible restroom and shower units for an amount not to exceed $22,000. Police Chief Hamlin recommended approval of the purchase of two remote surveillance units for an amount not to exceed $19,835. Funding for this project was made available through the awarding of a reimbursement grant from the Office of the Governor Justice Assistance Grant program. Consider an annual contract for police equipment, accessories and ammunition from Precision Delta Corp. Police Chief Hamlin recommended approval of the purchase of ammunition for firearms training and qualifications in an amount not to exceed $20,000.
