City Manager and Todd Pruitt from the City’s audit firm of Patillo, Brown and Hill to present report on purchasing card issues and updated controls. CITIZEN COMMENTS 2. Any person who is not scheduled on the agenda may address the City Council under Citizen Comments or on any other agenda item by completing a Citizen Appearance Request form with the City Secretary. A member of the public may address the City Council regarding an item on the agenda either before or during the Council’s consideration of the item, upon being recognized by the Mayor or upon the consent of the City Council. Each speaker will be allowed 3 minutes to address Council. In accordance with the Texas Open Meetings Act, the City Council is restricted in discussing or taking action during Citizen Comments. STATE OF TEXAS COUNTY OF TARRANT CITY OF GRAPEVINE The City Council of the City of Grapevine, Texas met in Special Session on this the 15th day of March, 2022 in the City Council Chambers, Second Floor, 200 South Main Street, with the following members present: William D. Tate Mayor Darlene Freed Mayor Pro Tem Sharron Rogers Council Member Chris Coy Council Member Duff O’Dell Council Member Paul Slechta Council Member Leon Leal Council Member constituting a quorum, and with the following members of the City Staff: Bruno Rumbelow City Manager Matthew C.G. Boyle City Attorney Tara Brooks City Secretary Call to Order Mayor Tate called the meeting to order at 6:15 p.m. Item 1. City Manager and Todd Pruitt from the City’s audit firm of Patillo, Brown and Hill to present report on purchasing card issues and updated controls. City Manager Bruno Rumbelow described the history of the purchasing card program, the timeline of the analysis of the issues involving the purchasing cards for Kevin Mitchell and Ruth Chiego, and the updated controls for the purchasing card program. City Manager Rumbelow answered questions from Council. City Attorney Matthew C.G. Boyle described the role of the City Manager as listed in the City Charter regarding personnel decisions and the selection of Weaver to conduct the forensic audit. Todd Pruitt from Patillo, Brown and Hill described the audit processes and why these expenditures were not caught during the annual audits. Mr. Pruitt answered questions from Council. Council discussed this item. Item 2. Citizen Comments Due to the time, the Citizen Comments were not heard during the special meeting but were heard during the 7:30 joint meeting that took place after the special meeting. ADJOURNMENT Mayor Tate adjourned the meeting at 7:35 p.m. so Council could consider its regular meeting agenda.
