HomeMy WebLinkAboutItem 06 - Convention and Visitors Bureau HeadquartersIII ° °� °�IIIII:I MEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: BRUNO RUMBELOW, CITY MANAGER MEETING DATE: JUNE 7, 2011 SUBJECT: CONVENTION AND VISITORS BUREAU HEADQUARTERS IMPROVEMENTS AND ALTERNATES RECOMMENDATION: The Convention & Visitors Bureau staff recommends that the City Council consider improvements and alternates to the CVB Headquarters in the following areas: Entry Vestibule ($40,385), Video Controlled Security ($42,452), Grand Staircase ($47,480), Function Room Finishes ($82,943), Windows ($23,005), Old Virginia brick ($72,968), Grapevine Relief Cast Stonework ($5,175), and Foyer ($6,430). FUNDING SOURCE: Funds are available from bonds issued in December 2008 and May 2009 totaling $11,700,000. BACKGROUND: At the February 16, 2010 Council meeting Council approved the building construction at $9,800,000 along with an Alternate Summary Log that listed items that had been value - engineered out of the project. The total bond funds approved for the project is $11,700,000. The $1,900,000 difference between the approved $9.8 and the $11.7 is for demolition, hazardous material remediation, site preparation, drainage, utilities, flatwork, sidewalk, parking lot, engineering and testing fees, clock tower equipment and visitors information center finish out. Demolition, hazardous material remediation and site preparation work realized a savings of $400,000 we are preparing to use for savings for upgraded materials that were on the Alternate Summary Log and for improvements to the South facing Tower Entry Vestibule and expanding the efficiency of Video Controlled Security of the entire Museum Complex. See Attachment 1, Adequate funds will remain after this transfer to complete the elements of the Clock Tower, Visitor Information Center and Gallery Spaces. June 2, 2011 (12:15PM) ATTACHMENT 1 Entry Vestibule $40,385 The Main Entrance to the building is south facing and during the construction process we have discovered that the predominantly southerly wind fills the vestibule with leaves, trash and grit and the current single door system provides no barrier against filling the lobby with wind and debris. This improvement allows for a set of exterior glass doors that will be a barrier against wind, debris, dust and grit. Video Controlled Security $42,452 This is an upgrade request to the existing video system that will allow for more coverage of interior and exterior of the entire Museum Complex. It also provides for better definition to the exterior coverage where there are more secluded areas and will help identify more clearly suspects in any mischief. Grand Staircase $47,480 Improvements to the staircase include going from the gray metal cast iron treads to ductile metal treads that will prevent any future cracking of the stair metal treads. It also provides for a more decorative railing that includes both a Texas and a Railroad theme. Function Room $82,943 Many of the original finishes of the Function Room were value engineered out of the project. Savings in other areas of the project now allow us to go forward with the hardwoods, decorative millwork and classic veneers. Windows $23,005 Upstairs windows in the Cotton Belt Building are mahogany and the storefront windows below them were valued engineered down to pine wood. Savings on the project allows us to return the store fronts to the originally specified mahogany hardwood. Old Virginia Brick $72,968 This was value engineered out and when the masons presented a small test piece it became obvious that we could not go forward with the lesser brick. We proceeded with purchasing the Old Virginia brick with the plan to either include it in the contingency budget or if adequate savings emerged, to come to Council to take it from the savings and utilize the contingency for unexpected costs. Grapevine Relief Cast Stonework $5,175 The budget provided for an "off the shelf' grapevine cast stone. When we viewed this it simply was not in keeping with the quality of the rest of the work on the facility. To get the level of detail and depth into the grapevine relief it was necessary to engage an artist to make the molds. Foyer $6,430 The coffers in the ceiling were designed with stenciling. This was value engineered out and we now request to have it returned as an alternate. Savings exist to cover it. TOTAL $320,83 8 June 2, 2011 (9:21AM)
