TO AWARD A RENEWAL OF AN ANNUAL CONTRACT FOR ASPHALT MILLING SERVICES THROUGH AN INTERLOCAL AGREEMENT AND ESTABLISHED CONTRACT WITH TARRANT COUNTY, TEXAS RECOMMENDATION: City Council to consider approval to award a renewal of an annual contract with TexOp Construction and Dustrol, Inc. for asphalt milling services through an existing Interlocal Agreement and Contract with Tarrant County, Texas. Annual expenditures will be limited to the annual budgeted amount for this service. FUNDING SOURCE: Funds for this purchase are available in account 174- 43301- 090 -000 Street Maintenance /Capital Replacement /Transportation infrastructure Maintenance $150,000. BACKGROUND: The contract and subsequent purchases will be made in accordance with an existing Interlocal Agreement with Tarrant County, Texas under bid number 2010 -059 and as allowed by Texas Local Government Code, Section 271.102. This commodity was bid by Tarrant County and the original contract was awarded by the Commissioners Court on April 27, 2010. A renewal contract was awarded by Tarrant County on May 24, 2011. (See attached information). The current cooperative contract includes the Cities of Colleyville, Euless, Haltom City, North Richland Hills, and White Settlement. In the past, the City has established its own contract for asphalt milling services. Due to significant cost increases over the past several years a cost analysis was conducted to determine the pricing the City could receive through individual contacts in relation to pricing established through the cooperative purchasing process. It was determined that purchasing through the cooperative purchasing process would present a significant cost advantage for the City. The cost analysis is attached for review. Council first approved this contract on May 18, 2010 with satisfactory results. The contract included two one -year renewals. If approved this would be the first renewal contract period and will begin on June 7, 2011 and end on April 30, 2012. Staff recommends approval to award a renewal of an annual contract with TexOp Construction and Dustrol, Inc. for asphalt milling services through an existing interlocal agreement and contract with Tarrant County, Texas. Annual expenditures will be limited to the annual budgeted amount for this service. BACKGROUND: On April 27, 2010, through Court Order #107921, the Commissioners Court awarded Bid No. 2010- 059, Annual Contract for Cold Milling Machine with Operator and Helper, for all Precincts to the following vendors: Dustrol, Inc. Turn Key Projects TexOp Construction Cut Load and Water The awards were based upon low bid per item and contained options to renew for two (2) additional twelve (12) month periods at the same prices. The vendors notified Purchasing in writing that their prices will remain firm through April 30, 2012, The four (4) Maintenance Precincts notified Purchasing in writing that they are pleased with the above listed vendors and want to renew. Therefore, it is the joint recommendation of the four (4) Maintenance Precincts and Purchasing that the Commissioners Court approve the renewal of Bid No. 2010 -059, Annual Contract for Cold Milling Machine with Operator and Helper, for another twelve (12) month period. FISCAL IMPACT: The costs associated with this action are unknown at this time. This action simply sets the price, The County's future cost will be determined by the number of items that will be purchased. Orders are on an as needed basis. Expenses for other entities utilizing this contract for last year were approximately $175,000.
