SUBJECT: APPROVAL OF A RESOLUTION TO CONTINUE SERVICE OF
A DS3 CIRCUIT FOR THE CITY'S NETWORK SYSTEM
RECOMMENDATION:
City Council to consider approval to continue the monthly services of a 45mbps DS3
Circuit for the City computer network system from Qwest Communications Company for
one year through a contract established by the State of Texas Department of
Information Resources ICT Co -op Contracts Program in the total annual amount of
$45,732.
FUNDING SOURCE:
Funding for this purchase is currently available in account 100 - 44525 -101 -2 General
Fund/Utilities/Information ''technology and 100 -44525 -120 -1 Non - Departmental Utilities.
BACKGROUND:
This purchase will be made in accordance with a contract established through the State
of Texas Department of Information Resources ICT Co -op Contracts Program (contract
#DIR -SDD -833 expires December 10, 2012). Contract purchases through this program
are authorized under Texas Government Code, Chapter 791 and Chapter 2054, Section
2054.0565 (b) that states, "A political subdivision that purchases an item or service using
a contract under this section satisfies any other law requiring the political subdivision to
seek competitive bids for that item or service ".
This request is to continue the monthly services of a DS3 Circuit line for the City
computer network system service that was purchased and Council approved last May for
one year. The City is currently using this DS3 circuit for all incoming and outgoing e-
mail as well as for all incoming and outgoing FTP transfers, DNS services and publishing
websites.
Staff recommends approval to continue the monthly services of the DS3 Circuit through
the Texas Department of Information Resources ICT Co -op Contracts Program with
Qwest Communications Company in the total annual amount of $ 45,732.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS, AUTHORIZING THE CITY MANAGER
OR THE CITY MANAGERS' DESIGNEE TO CONTINUE
45Mbps DS3 CIRCUIT SERVICES FOR ONE YEAR FOR THE
CITY'S NETWORK SYSTEM THROUGH A STATE DIR CO-
OP CONTRACT PROGRAM AND PROVIDING AN
EFFECTIVE DATE.
WHEREAS, the City of Grapevine, Texas is a local government in the State of
Texas and as such is empowered by the Texas Government Code, Chapter 791 and
Chapter 2054, Section 2054.0565 to purchase an item under a state contract therefore
satisfying any state law requiring local governments to seek competitive bids for the
purchase of the item; and
WHEREAS, the State of Texas Co -Op Purchasing program is a qualified purchasing
program; and
WHEREAS, the City of Grapevine, Texas has an established Cooperative
Agreement with the State of Texas Department of Information Resources ICT Co -op
Contracts Program and wishes to utilize the contract meeting all State of Texas bidding
requirements; and
WHEREAS, the State of Texas DIR has an established contract # DIR -SDD -833
with Qwest Communications Company.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS:
Section 1. 11f that all matters stated in the above preamble are true and correct and
are incorporated herein as if copied in their entirety.
Section 2. That the City Council of the City of Grapevine authorizes to continue
45Mbps DS3 Circuit Services for one year at a cost of $45,732.00.
Section 3. That the City Manager, or his designee, is authorized to take all steps
necessary to consummate the purchase of said services.
Section 4. That this resolution shall take effect from and after the date of its
passage.

GRAPEVINE, TEXAS on this the 7th day of June, 2011.
