HomeMy WebLinkAboutItem 15 - Commercial Weighing ScalesITEM # � Ir_ MEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: BRUNO RUMBELOW, CITY MANAGER �3�"" MEETING DATE: JULY 5, 2011 SUBJECT: APPROVAL OF A RESOLUTION FOR THE PURCHASE OF COMMERCIAL WEIGHING SCALES FOR THE POLICE DEPARTMENT FROM LOADOMETER CORPORATION AND CONSIDER THEM A SOLE SOURCE VENDOR RECOMMENDATION: City Council to consider approval of a resolution for the Purchase of Commercial weighing scales for use in the Police Department's Commercial Vehicle Enforcement Unit from a sole source vendor, Loadometer Corporation. The total cost of this purchase is not to exceed $18,780. FUNDING SOURCE: Funding for this purchase is currently available in account 217 -48860 -209 -9 Police /Commercial Vehicle Enforcement/Machinery/Equipment/implements. BACKGROUND: This procurement will be made as a sole source in accordance with Local Government Code Chapter 252, Subchapter B, Section 252.022 (A) (7) (A). In accordance with purchasing policy, formal bids and advertisements are not required for purchases under $50,000. The portable weighing devices will give Officers the ability to determine !if a commercial vehicle is in compliance with State regulations on acceptable load limits. Ensuring commercial vehicles conform to the required weight limits will aid !in the condition of Grapevine roadways and reduce associated repair cost. The Haenni WL101 portable weighing device was chosen over two other manufacturers due to re- certification cost (zero), safety, and reliability. The Haenni devices are the "only hydraulic analog low profile wheel load weigher in production in the world. It is protected under United States Patent #4,673,049." The low profile scales (0.67 inches tall) greatly reduce the possibility of the scales being ejected by a spinning tire as the driver pulls onto the device. Other brands, which are up to 3'/4 inches tall and not as wide, have been known to cast out as far as 30 -40 feet feet, potentially injuring a person or damaging property. The Haenni portable weighing devices are used by the Texas June 30, 2011 (9:55AM) Department of Public Safety (DPS) and other agencies. Experience has shown these scales to have less long term maintenance costs and when repair is needed, down time is reduced with a certified technician in the DFW Metroplex. Loadometer Corporation is the exclusive United States distributor for Haenni scales. The Commercial Vehicle Enforcement unit was initially outfitted with only the necessary equipment to start the program. The program allows for reimbursement of expenses including equipment, fuel, training, clothing, etc. through the collection of fines associated with federal and state commercial vehicle violations. Due to cost, portable weighing devices were not purchased at the outset. The intent was to acquire the portable scales once funds received from the program would cover the acquisition. The funds have been received to cover the necessary cost. Staff recommends approval of a resolution for the purchase of commercial weighing scales for use in the Police Department's Commercial Vehicle Enforcement Unit from a sole source vendor, Loadometer Corporation. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS, AUTHORIZING THE CITY MANAGER OR THE CITY MANAGER'S DESIGNEE TO DECLARE LOADOMETER CORPORATION A SOLE SOURCE PROVIDER FOR HAENNI WEIGHING SCALES FOR THE POLICE DEPARTMENT AND PROVIDING AN EFFECTIVE DATE WHEREAS, the City of Grapevine, Texas is a local government in the State of Texas and as such is empowered by the Texas Local Government Code Chapter 252, Subchapter B, Section 252.022 (a) (7) (A) to consider items available from only one source as an exception to the bidding requirements of the State of Texas; and WHEREAS, Loadometer Corporation is the sole distributor of Haenni weighing scales; and WHEREAS, the City of Grapevine, Texas Police Department have a need to use Haenni weighing devices to make sure that commercial vehicles are in compliance with State regulations and conform to required weights thus making for safer City of Grapevine street conditions. NOW, THEREFORE, BE IT RESOLVED BYTHE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS: Section 1. That all matters stated in the above preamble are true and correct and are incorporated herein as if copied in their entirety. Section 2. That the City Manager, or his designee, is authorized to take all steps necessary to purchase Haenni weighing scales from Loadometer Corporation in the total annual amount of $18,780.00. Section 3. That this resolution shall take effect from and after the date of its passage. PASSED AND APPROVED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS on this the 5th day of July, 2011.
