SUBJECT: APPROVAL OF A RESOLUTION TO PURCHASE CONTROL
MICROSYSTEM EQUIPMENT FOR THE WATER TREATMENT
PLANT FROM PAN -TECH CONTROLS COMPANY AND
CONSIDER THEM A SOLE SOURCE VENDOR
RECOMMENDATION:
City Council to consider approval of a resolution for the purchase of Control Microsystem
equipment for use at the Water Treatment Plant from a sole source vendor, Pan -Tech
Controls Company. The total cost of this purchase is not to exceed $63,739.
FUNDING SOURCE:
Funding for this expenditure are available in accounts 200 -48860 -534 -0 Utility Enterprise
Fund /Permanent Capital Maintenance /Machinery and Equipment.
BACKGROUND:
This procurement will be made as a sole source in accordance with Local Government
Code Chapter 252, Subchapter B, Section 252.022 (A) (7) (A).
Currently the City of Grapevine Utility Division uses Motorola Moscad in remote locations
throughout the water and wastewater system in order to allow us to access information
at those sites. That system has been out of production by Motorola for seven years
which has caused repairs and spare parts to become increasingly difficult to obtain.
Multiple vendors provide similar devices which can replace the Motorola units; however,
the utility division has had experience and training with Control Microsystems
ScadaPack. Continued use of the ScadaPack will allow us to standardize the types of
units that we have in our system as well as utilize the training that the staff has received.
This will also allow staff to perform repairs and replacement without the use of
contractors.
Pan -Tech Controls Company is the exclusive representative in North and West Texas
for Control Microsystems products.
Staff recommends approval.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS, AUTHORIZING THE CITY MANAGER
OR THE CITY MANAGER'S DESIGNEE TO DECLARE PAN -
TECH CONTROLS COMPANY A SOLE SOURCE PROVIDER
FOR CONTROL MICROSYSTEMS EQUIPMENT FOR THE
WATER TREATMENT PLANT AND PROVIDING AN
EFFECTIVE DATE
WHEREAS, the City of Grapevine, Texas is a local government in the State of
Texas and as such is empowered by the Texas Local Government Code Chapter 252,
Subchapter B, Section 252.022 (a) (7) (A) to consider items available from only one
source as an exception to the bidding requirements of the State of Texas; and
WHEREAS, Pan -Tech Controls Company is the sole distributor for Control
Microsystem Equipment for the North and West State of Texas; and
WHEREAS, the City of Grapevine, Water Treatment Plant have a need to use
Control Microsystem equipment and Scadapack products to standardize the type of units
they have in their system.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS:
Section 1. That all matters stated in above preamble are true and correct and
are incorporated herein as if copied in their entirety.
Section 2. That the City Manager, or his designee, is authorized to take all steps
necessary to purchase Control Microsystem Equipment from Pan -Tech Controls Company
in the total amount of $63,739.00.
Section 3. That this resolution shall take effect from and after the date of its
passage.
PASSED AND APPROVED BY THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS on this the 19th day of July, 2011.
