SUBJECT: APPROVAL OF A RESOLUTION TO PURCHASE A GOLF
MOWER FOR THE GOLF COURSE FROM PROFESSIONAL
TURF PRODUCTS AND CONSIDER THEM A SOLE SOURCE
VENDOR
RECOMMENDATION:
City Council to consider approval of a resolution for the Purchase of a Toro Sidewinder
golf mower for use at the Golf Course from a sole source vendor, Professional Turf
Products. The total cost of this purchase is not to exceed $27,498.39.
FUNDING SOURCE:
Funding for this expenditure are available in accounts 325 -48860 -340 -11 Capital
Equipment/Machine Purchasing Fund /Lake Enterprise1FY2011 Capital Acquisitions.
BACKGROUND:
This procurement will be made as a sole source in accordance with Local Government
Code Chapter 252, Subchapter B, Section 252.022 (A) (7) (A). In accordance with
purchasing policy formal bids and advertisements are irnot required for purchases under
$50,000.00.
This purchase of the Sidewinder mower will be a key part in the effort to reduce the area
mowed with our fairway mowers. Part of the area previously mowed with the fairway
mowers surrounded sand traps. The fairway mowers have very little over hang outside
the wheel base which means the mower had to be very close to the trap edge or most
times would leave an area uncut that would have to be hand mowed. The Toro
Sidewinder is designed for mowing trap edges. The cutting units shift from side to side,
giving you much more reach to mow to the trap edge, reducing the need to drive close to
the edge and almost eliminating hand trimming.
These areas in the past were mowed three times per week. By reducing the fairway cut
areas 25 -30% we are able to cut mowing time to once a week, eliminating fairway
mowing on weekends which is inefficient and disrupts play.

Toro is the only manufacturer that makes a machine with movable side by side cutting
units including the patented Sidewinder. Professional Turf Products is the sole source
supplier of Toro brand commercial products in the State of Texas.
Staff recommends approval.

RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS, AUTHORIZING THE CITY MANAGER
OR THE CITY MANAGER'S DESIGNEE TO DECLARE
PROFESSIONAL TURF PRODUCTS A SOLE SOURCE
PROVIDER FOR TORO MOWERS FOR THE GOLF COURSE
AND PROVIDING AN EFFECTIVE DATE
WHEREAS, the City of Grapevine, Texas is a local government in the State of
Texas and as such is empowered by the Texas Local Government Code Chapter 252,
Subchapter B, Section 252.022 (a) (7) (A) to consider items available from only one
source as an exception to the bidding requirements of the State of Texas; and
WHEREAS, Toro is the sole manufacturer of mowers with movable side by side
cutting units such as the Sidewinder; and
WHEREAS, Professional Turf Products is the sole distributor for Toro commercial
mowers for the State of Texas; and
WHEREAS, the City of Grapevine, Golf Course has a need to use a side to side
Toro mower which will be able to cut mowing time to once a week, eliminating fairway
mowing on weekends which was inefficient and disrupting play.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS:
Section 1. That all matters stated in the above preamble are true and correct and
are incorporated herein as if copied in their entirety.
Section 2. That the City Manager, or his designee, is authorized to take all steps
necessary to purchase a Toro Sidewinder mower from Professional Turf Products in the
total amount of $27,498.39.
Section 3. That this resolution shall take effect from and after the date of its
passage.
