HomeMy WebLinkAboutORD 2000-048 ORDINANCE NO. 2000-48 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS AMENDING THE GRAPEVINE CODE OF ORDINANCES, CHAPTER 23 TRAFFIC BY THE ADDITION OF A NEW SECTION 23-36, RELATIVE TO FESTIVAL STREET CLOSURES AND ONE-WAY TRAFFIC CONTROL; PROVIDING FOR THE DAYS IN EFFECT, PROVIDING A SEVERABILITY CLAUSE; DECLARING AN EMERGENCY AND PROVIDING AN EFFECTIVE DATE WHEREAS, Grapevine's annual festivals serve an important role in preserving the history of the City; and WHEREAS, Main Street, Barton Street, Jenkins Street and Hudgins Street serve as the principal pedestrian access for the various festival activities in the central business district; and WHEREAS, pedestrian safety dictates that certain streets be closed or restricted to vehicular access during certain festivals to provide for adequate pedestrian access. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS: Section 1. That all of the above premises are found to be true and correct and are incorporated into the body of this ordinance as if copied in their entirety. Section 2. That Chapter 23, Section 23-36, of the City Code of Ordinances is hereby amended to read as follows: "Section 23-36 Festival Street Closures and One Way Traffic Control (1) The following road closures shall be implemented in accordance with Section 23-36.(2.) South Main Street shall be closed to all traffic from Northwest Highway to Dallas Road. South Jenkins Street shall be closed to all traffic from East Wall Street to East Franklin Street. East and West Wall Street shall be closed to all traffic from Barton Street to a point 280 feet east of Jenkins Street. West Texas Street shall be closed to all traffic from Main Street to Jenkins Street. East and West Worth Street shall be closed to all traffic from Barton Street to Jenkins Street. East and West Franklin Street shall be closed to all traffic from Barton Street to a point 130 feet east of Jenkins Street. East and West College Street shall be closed to all traffic from a point 170 feet west of South Main Street to a point 140 feet east of South Main Street. East and West Hudgins Street shall be closed to all traffic from Church Street to a point 710 feet east of South Main Street. (2) The closures shall annually be in effect from twenty-four (24) hours prior to the beginning through twenty-four (24) hours after the close of the following festivals: Main Street Days Grapefest (3) The following one way traffic control shall be implemented in accordance with Section 23-36.(4.) Hudgins Street shall be established one-way eastbound from South Main Street to South Dooley Street. (4) The one-way traffic control shall annually be in effect from twenty-four (24) hours prior to the beginning through twenty-four (24) hours after the close of the following festivals: Grapevine Vintage Festival" Section 3. That all provisions of Section 23 not specifically amended herein shall remain in full force and effect and shall not be amended by the adoption of this ordinance. Section 4. That if any section, article, paragraph, sentence, clause, phrase, or word in this ordinance, or application thereto any person or circumstance is held invalid or unconstitutional by a court of competent jurisdiction, such holding shall not affect the validity of the remaining portions of this ordinance; and the City Council hereby declares it would have passed such remaining portions of the ordinance in spite of such invalidity, which remaining portions shall remain in full force and effect. ORD. NO. 2000-48 2 Section 5. The fact that the present ordinances and regulations of the City of Grapevine, Texas are inadequate to properly safeguard the health, safety, morals, peace and general welfare of the public creates an emergency which requires that this ordinance become effective from and after the date of its passage, and it is accordingly so ordained.
