RECOMMENDATION: City Council consider adopting a resolution authorizing and ratifying the City Staff's emergency purchase of pump repair services from T -Gray Electric in an amount of $22,690.80 for the repair of one of the two 6.8 MGD Treated Water High Service Pumps at the Water Treatment Plant and take any necessary action. FUNDING SOURCE: Funding for this repair is available in the Utility PCMF account 200- 43360 - 534 -0. BACKGROUND: We experienced an unexpected failure of one of our treated water high service pump motors on July 7 at the Water Treatment Plant (WTP). This significantly limited our pumping capacity at the WTP during the peak demand season. The treated water pumps supply potable water to the distribution system for consumption. The failure of this pump, one of the two largest pumps at the plant representing nearly 25% of the plant's pumping capacity, would not allow us to meet the peak demands that are placed upon our water system during summertime usage. Staff contacted T -Gray Electric to evaluate the problems with the motor and upon inspection they discovered that the pump had a bad winding and the motor needed to be re -wound to correct the problem. Staff authorized T -Gray Electric to perform the repairs to the motor on July 8 and the pump was placed back into service on July 18. Staff recommends approval. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS, AUTHORIZING AND RATIFYING THE EMERGENCY EXPENDITURE OF FUNDS FOR THE WATER TREATMENT PLANT HIGH SERVICE PUMP REPAIR, AUTHORIZING THE CITY MANAGER TO EXECUTE SAID CONTRACT AND DOCUMENTS; AND PROVIDING AN EFFECTIVE DATE WHEREAS, the City of Grapevine, Texas, pursuant to the authority granted by Texas Government Code, Chapter 252, Section 252.022 (a) (4) desires to obtain the services from T -Gray Electric for the emergency repair of the 6.8 MGD High Service Treated Water Pump at the water plant; and WHEREAS, the cost of the services performed by T -Gray Electric is $22,690.80. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS: Section 1. That all of the above premises are found to be true and correct and are incorporated into the body of this resolution as if copied in their entirety. Section 2. That the City Council authorizes and ratifies the emergency use of funds for pump repair to T -Gray Electric in the total amount of $22,960.80. Section 3. That the City Manager, or his designee, is authorized to take all steps necessary to obtain the services of T -Gray Electric for the repair of the High Service Treated Water Pump. Section 4. That if any section, article, paragraph, sentence, clause, phrase or word in this resolution, or application thereof to any persons or circumstances is held invalid or unconstitutional by a Court of competent jurisdiction, such holding shall not affect the validity of the remaining portions of this resolution; and the City Council hereby declares it would have passed such remaining portions of the resolution despite such invalidity, which remaining portions shall remain in full force and effect. Section 5. That this resolution shall take effect from and after the date of its passage. PASSED AND APPROVED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS on this the 2nd day of August, 2011.
