SITE PLAN REVIEW COMMITTEE JULY S 2015 STATE OF • . . 1 The Site Plan Review Committee of the City of Grapevine, Texas met in Session, on this the 8th day of July 2015, in the Planning and Zoning Conference Room, 200 South Main Street, Second Floor, Grapevine, Texas with the following members present -to- wit: Larry Oliver Chairman Darlene Freed Member Scott Williams Member constituting a quorum absent and the following City Staff: Ron Stombaugh Albert Triplett Jr. Susan Batte Development Services Asst. Director Planner Planning Technician Larry Oliver called the meeting to order at 2:34 p.m. NEW BUSINESS CONDITIONAL USE APPLICATION CU15 -20 — CALIFORNIA PIZZA KITCHEN First for the Committee to consider was conditional use application CU15 -20 for property located at 1051 West State Highway 114 and platted as Lot 3R, Block 1, The Crossroads of DFW. The applicant was requesting a conditional use permit to amend the previously approved site plan of CU94 -36 (Ord. 1994 -109) for a planned commercial center to allow the possession, storage, retail sales and on- premise premise consumption of alcoholic beverages (beer, wine and mixed drinks) and a forty foot pole sign in conjunction with a restaurant specifically to allow modifications to the exterior elevations of an existing restaurant. The proposed exterior elevation changes included removal of the main entry canopy adjacent to William D. Tate Avenue, removal of an existing metal vertical trellis along the south elevation and the addition of new wooden awnings above existing windows. After a brief discussion, Darlene Freed moved to approve conditional use application CU15 -20. Scott Williams seconded the motion, which prevailed by the following vote: Ayes: Oliver, Freed and Williams Nays: None 070815 1 SITE PLAN REVIEW COMMITTEE JULY 8, 2015 CONDITIONAL USE APPLICATION CU15 -26 — FAITH CHRISTIAN SCHOOL Next for the Committee to consider was conditional use application CU15 -26 for property located at 730 East Worth Street and platted as Lot 1, Block 2, Faith Christian School. The applicant was requesting a conditional use permit to amend the previously approved site plan of CU15 -04 (Ord. 15 -12) for a non - profit educational institution, specifically to allow for perimeter security fencing. The applicant requested to secure the property with a wrought -iron fence six feet in height supported by stone columns 7.25 feet in height with a separation between columns of 12 -14 feet. The applicant will phase the installation of the fence with the first phase being northbound along Austin Street starting just north of the former Cannon Street entrance to Worth Street, then east along Worth Street to the first entrance into the parking lot. All drive entrances to the site will be gated controlled access. A future phase will extend the wrought -iron fence south along Austin Street to the end of the School's property and south along Ruth Street near the existing field house stopping at the drive entrance that was formerly Cannon Street. No further security fencing is proposed on Worth Street other than what is shown to secure the parking area. After a brief discussion, Darlene Freed moved to approve conditional use application CU15 -26. Scott Williams seconded the motion, which prevailed by the following vote: Ayes: Oliver, Freed and Williams Nays: None CONDITIONAL USE APPLICATION CU 15-28 - AERISTO Next for the Committee to consider was conditional use application CU15 -28 for property located at 800 South Dooley Street and platted as Lot 1 R1, Block 1, Payton - Wright II. The applicant was requesting a conditional use permit to amend the previously approved site plan of CU15 -09 (Ord. 2015 -19) to allow covered parking and outside storage in conjunction with an automotive restoration use specifically to modify the exterior elevations of an existing structure. The applicant proposed exterior elevation changes to include adding four dormer windows, three on the north roof and one on the south roof. The proposed windows will not increase the height of the structure. Additional improvements to the subject site include relocating the existing refuse container to the storage yard area and replacing a wooden perimeter fence and chain link gates with an eight -foot in height masonry wall with wrought iron gates. 070815 2 SITE PLAN REVIEW COMMITTEE JULY 8, 2015 After a brief discussion Larry Oliver moved to approve conditional use application CU15-28. Darlene Freed seconded the motion, which prevailed by the following vote: Ayes: Oliver, Freed and Williams Nays: None CONSIDERATION OF MINUTES Next for the Committee to consider were the Site Plan Review Committee minutes of May 6, 2015. Darlene Freed moved to approve the Site Plan Review Committee minutes of May 6, 2015.
