HomeMy WebLinkAboutItem 15 - Poligon SheltersMEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: BRUNO RUMBELOW, CITY MANAGER MEETING DATE: AUGUST 16, 2011 SUBJECT: APPROVAL OF A RESOLUTION TO PURCHASE POLIGON SHELTERS FOR THE PARKS AND RECREATION DEPARTMENT THROUGH AN INTERLOCAL AGREEMENT WITH THE LOCAL GOVERNMENT PURCHASING COOPERATIVE (BUYBOARD) RECOMMENDATION: City Council to consider approval of a resolution to purchase Poligon Shelters from InSite Amenities for the Parks and Recreation Department through an interiocal agreement with the Local Government Purchasing Cooperative (Buyboard). The total cost of this purchase is not to exceed $40,944.00. FUNDING SOURCE: Funding for this expenditure is available in accounts 114 -44686 -312 -2 Special Revenue Fund /Parks and Recreation Program /Expense Parks and Recreation Programs and 174- 74015- 077 -000 Street Maintenance Capital Replacement/Parks Facility Upgrades. BACKGROUND: This purchase will be made in accordance with an existing Interlocal Agreement with the Local Government Purchasing Cooperative (Buyboard.com) as allowed by Texas Local Government Code, Section 271.102. Cooperative Purchasing Program. Bids were taken by the Cooperative and a contract was awarded to InSite Amenities under contract number 346 -10. The Interlocal Agreement and Cooperative Purchasing Agreement satisfy all bidding requirements under the Local Government Code. This request is to approve the purchase and installation of nine shade shelters for Oak Grove Bali field Complex. These shelters will be placed over the scorers tables at each field. The shade will help the person operating the score clock and also protect the score clock from the U.V. sunlight. Umbrellas currently are in place and are breaking, causing a constant maintenance issue. The proposed shelters will match the existing bleacher canopies Staff recommends approval. RESOLUTION NO. ` A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS AUTHORIZING THE CITY MANAGER OR THE CITY MANAGER'S DESIGNEE TO PURCHASE SELF CONTAINED BREATHING APPARATUS (SCBA) THROUGH AN ESTABLISHED INTERLOCAL AGREEMENT AND PROVIDING AN EFFECTIVE DATE WHEREAS, the City of Grapevine, Texas is a local government in the State of Texas and as such is empowered by the Texas Local Government Code, Section 271.102 to enter into a Cooperative Purchasing Program Agreement with other qualified entities in the State of Texas; and WHEREAS, the Local Government Purchasing Cooperative (Buyboard.com) is a qualified purchasing cooperative program as authorized by Section 271.102 of the Texas Local Government Code; and WHEREAS, the City of Grapevine, Texas has established an Interlocal Agreement with the Local Government Purchasing Cooperative (Buyboard.com) and wishes to use established contracts meeting all State of Texas bidding requirements; and WHEREAS, the Local Government Purchasing Cooperative (Buyboard.com) has established a contract with Casco Industries, contract #363 -10, for public safety equipment; and WHEREAS, the City of Grapevine has a need to purchase 56 self contained breathing apparatuses to replace old and outdated equipment. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS: Section 1. That all matters stated in above preamble are true and correct and are incorporated herein as if copied in their entirety. Section 2. That the City Council of the City of Grapevine authorizes the purchase of 56 self contained breathing apparatuses (SCBA) through an Interlocal Agreement with the Local Government Purchasing Cooperative (Buyboard.com) for $348,048.00. Section 3. That the City Manager, or his designee, is authorized to take all steps necessary to consummate the purchase of said products and services. Section 4. That this resolution shall take effect from and after the date of its passage. PASSED AND APPROVED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS on this the 16th day of August, 2011.
