HomeMy WebLinkAboutItem 17 - Self Contained Breathing Apparatus1111"E P MEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: BRUNO RUMBELOW, CITY MANAGER MEETING DATE: AUGUST 16, 2011 SUBJECT: APPROVAL OF A RESOLUTION TO PURCHASE SELF CONTAINED BREATHING APPARATUS (SCBA) FOR THE FIRE DEPARTMENT THROUGH AN INTERLOCAL AGREEMENT WITH THE LOCAL GOVERNMENT PURCHASING COOPERATIVE (BUYBOARD) RECOMMENDATION: City Council to consider approval of a resolution to purchase Self Contained Breathing Apparatus from Casco Industries for the Fire Department through an interlocai agreement with the Local Government Purchasing Cooperative (Buyboard). The purchase will include 56 SCBA units along with spare air cylinders, face pieces, maintenance software, other related equipment and supplies, and training for maintenance technicians. The total cost of this purchase is not to exceed $348,048. FUNDING SOURCE: Funding for this expenditure is available !in account 100- 48860 -210 -3 General Fund /Fire Department/Fire Operations /Machinery and Equipment. BACKGROUND: This purchase will be made in accordance with an existing Interlocal Agreement with the Local Government Purchasing Cooperative (Buyboard.com) as allowed by Texas Local Government Code, Section 271.102. Cooperative Purchasing Program. This purchase is to replace the current Self Contained Breathing Apparatuses that are 12 years old and outdated. The Fire Department recently received approval to replace the equipment during the current fiscal budget year. The Department established a committee that tested and evaluated different brands of equipment for several weeks. The committee's conclusion was that the MSA brand of SCBA was the best value to the City due to maintenance and technology quality. Bids were taken by the Cooperative and a contract was awarded to Casco Industries under contract number 363 -10 for MSA brand of Self Contained Breathing Apparatuses. The Interlocal Agreement and Cooperative Purchasing Agreement satisfy all bidding requirements under the Local Government Code. Staff recommends approval. GR RESOLUTION NO. I� A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS AUTHORIZING THE CITY MANAGER OR THE CITY MANAGER'S DESIGNEE TO PURCHASE SELF CONTAINED BREATHING APPARATUS (SCBA) THROUGH AN ESTABLISHED INTERLOCAL AGREEMENT AND PROVIDING AN EFFECTIVE DATE WHEREAS, the City of Grapevine, Texas is a local government in the State of Texas and as such is empowered by the Texas Local Government Code, Section 271.102 to enter into a Cooperative Purchasing Program Agreement with other qualified entities in the State of Texas; and WHEREAS, the Local Government Purchasing Cooperative (Buyboard.com) is a qualified purchasing cooperative program as authorized by Section 271.102 of the Texas Local Government Code; and WHEREAS, the City of Grapevine, Texas has established an Interlocal Agreement with the Local Government Purchasing Cooperative (Buyboard.com) and wishes to use established contracts meeting all State of Texas bidding requirements; and WHEREAS, the Local Government Purchasing Cooperative (Buyboard.com) has established a contract with Casco Industries, contract #363 -10, for public safety equipment; and WHEREAS, the City of Grapevine has a need to purchase 56 self contained breathing apparatuses to replace old and outdated equipment. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS: Section 1. That all matters stated in the above preamble are true and correct and are incorporated herein as if copied in their entirety. Section 2. That the City Council of the City of Grapevine authorizes the purchase of 56 self contained breathing apparatuses (SCBA) through an Interlocal Agreement with the Local Government Purchasing Cooperative (Buyboard.com) for $348,048.00. Section 3. That the City Manager, or his designee, is authorized to take all steps necessary to consummate the purchase of said products and services. Section 4. That this resolution shall take effect from after the date of its passage. PASSED AND APPROVED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS on this the 16th day of August, 2011.
