SUBJECT: 2012 CITY ELECTION
WORKSHOP
This last legislative session adopted SB100 to comply with the Federal Voting Rights Act
to provide additional time for overseas ballot submissions. Therefore, creating a conflict
with City elections in May and the primary runoff date in even numbered years. There
are three options:
1. Keep City election in May — City conduct own election
2. Move City election to November — requires a resolution and Charter
amendment ratification election
3. Change length of terms to two or four years — requires a resolution and
Charter amendment ratification election
After meetings with Tarrant County Administrators, it has been determined that Tarrant
County will conduct the City's and school district's elections in May 2012 and 2013. The
County Commissioners Court voted to restrict the number of voting machines available
to the Democratic and Republican parties for their May runoff elections.
A calendar is attached showing the dates of the primary, federal, state and local
elections for 2012. Since elections will be on going from February through possibly
June, the Commissioners want to prevent voter confusion and frustration by keeping
polling locations as they have been in the past and limiting the number of polling
locations. The Grapevine Community Activities Center is one of the County's top early
voting locations and the County would like to continue to utilize that location.
Grapevine - Colieyville independent School District is required by law to have a joint
election with one of the cities in which the school district is located. At this time, Euless,
Colleyville and GCISD want to keep their elections in May of each year. A decision must
be made by the school districts by December 2011 and the cities by December 2012.
The estimated cost for Tarrant County to conduct the City's election in 2012 is $12,000
which is less expensive than buying, or leasing equipment and training election staff to
conduct the election.
