SUBJECT: DROUGHT CONTINGENCY PLAN - TRWD
RECOMMENDATION:
City Council consider adopting an ordinance amending Chapter 25, Article V by adding a
new Subsection 25 — 139 regarding Drought Contingency to establish the Drought
Contingency Plan Implementation by Tarrant Regional Water District (TRWD) as a
component of the City's approved Drought Contingency Plan and take any necessary
action.
BACKGROUND:
The City currently has a Drought Contingency Plan in place that is detailed in Sections
25 — 134 thru 25 —'149. This plan is formatted to respond to pumping combined
capabilities of the City of Grapevine and the Trinity River Authority (TRA). Stage 1
conservation measures are enacted when the water demand reaches 90% of the
combined pumping capacity of the City of Grapevine and TRA.
Stages 2 and 3 conservation measures are enacted when the water demand reaches
95% and 100% respectively of the combined pumping capacity of the City of Grapevine
and TRA. These conservation measures have been in effect since 1997 with some
modifications implemented in 2006 and 2009.
Another component of sound water conservation is the volume of water in the reservoirs
at any given time. Grapevine receives approximately 65% of its treated water from TRA
during the summer high demand season.
TRWD supplies raw water to TRA from Cedar Creek Lake and Richland Chambers Lake
southeast of the Metroplex. TRWD imposes conservation measures as water storage in
these reservoirs is depleted by demand. Stage 1 of the TRWD conservation measures
is triggered by the combined volume of water stored in the two reservoirs reaching 75%
of the combined reservoirs' storage capacity. This threshold was reached on August 29
of this year.
Virtually all of Tarrant County is served by TRWD and as a client of TRA and thus
TRWD, we are obligated to comply with their conservation program when the conditions
warrant. The ordinance clarifies the additional component to the City's Drought
Contingency Program.
Staff recommends approval.

TRWD DROUGHT CONTINGENCY PLAN
Stage 1 "Water Watch"
Will be implemented by Grapevine when directed by TRWD based on their reservoirs storage reaching
75% capacity (25% depleted).
Actions under Stage 1
• Limit landscape watering to twice per week watering schedule following an even and odd
address schedule.
• Prohibit watering between the hours of 10 am and 6 pm
Prohibit water waste — broken irrigation systems, property run -off
• Prohibit hosing off paved or impervious areas such as driveways sidewalks, parking lots.
• Hotels are encouraged to implement laundry conservation measures
• Restaurants are encouraged to serve drinking water to patrons on an "as requested" basis.
Stage 2 "Water Warning"
Will be implemented by Grapevine when directed by TRWD based on their reservoirs storage
reaching 60% capacity (40% depleted).
Restrictions in Addition to Stage 1 Restrictions
• Limit watering to once per week. Schedule to be determined by Public Works Director
• Prohibit use of ornamental fountains except to support aquatic life or equipped with
recirculation system.
• Limit automobile washing to outdoor water use days except at commercial wash
facilities.
Prohibit use of water from hydrants unless authorized by Director of Public Works.
Stage 3 "Water Emergency"
Will be implemented by Grapevine when directed by TRWD based on their reservoirs storage reaching
45% capacity (55% depleted).
Restrictions in Addition to Stage 2 Restrictions
• Prohibit landscape watering including parks.
• Trees may be watered up to two hours by handheld hose, drip irrigation not to exceed drip
line of tree.
• Prohibit new landscaping
• Prohibit vehicle washing unless needed for health, sanitation or safety reasons.
• Prohibit draining and re- filling pools. May add water to maintain water levels.

AN ORDINANCE OF THE CITY COUNCIL OF THE CITY
OF GRAPEVINE, TEXAS AMENDING CHAPTER 25,
ARTICLE V DROUGHT CONTINGENCY PLAN BY THE
ADDITION OF A NEW SUBSECTION 25 -139 REGARDING
DROUGHT CONTINGENCY; PROVIDING FOR A
PENALTY OF FINE NOT TO EXCEED TWO HUNDRED
DOLLARS ($200.00) FOR EACH OFFENSE IN VIOLATION
OF THE ORDINANCE AND PROVIDING FOR AN
EFFECTIVE DATE

WHEREAS, the City has established drought contingency provisions in order to
manage and conserve the City's water resources; and
WHEREAS, the City deems the protection of the City's water resources a high
priority; and
WHEREAS, the City wishes to amend its drought contingency provisions in order
to address the standards of its water providers, Tarrant Regional Water District and
Trinity River Authority; and
WHEREAS, all legal prerequisites and requirements for the passage of this
ordinance have been adhered to, including but not limited to the Open Meeting Act; and
WHEREAS, the City of Grapevine City Council, deems the passage of this
ordinance is in the best interest of the health, safety, and welfare of the public.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF GRAPEVINE, TEXAS:
Section 1. That all matters stated herein above are found to be true and
correct and are incorporated herein by reference as if copied in their entirety.
Section 2. That the Grapevine Code of Ordinances, Chapter 25, Article V
Drought Contingency Plan, be amended by the addition of a new Subsection 25 -139 to
read as follows:
"As a water customer of TRA and TRWD, the City shall impose the TRWD water
conservation measures when requested to do so in accordance with the TRWD
Drought Contingency Plan, as amended. Such restrictions from the TRWD shall
be automatically adopted as guidelines in accordance with subsection (b). "
Section 3. That any person violating any provision of this ordinance shall be
deemed guilty of a misdemeanor and upon conviction thereof shall be fined in a sum not
to exceed Two Hundred ($200.00) for each offense and a separate offenses all be
deemed committed each day or on which an offense occurs or continues.
Section 4. That if any section, article, paragraph, sentence, clause, phrase or
word in this ordinance, or application thereto any person or circumstances is held invalid
or unconstitutional by a Court of competent jurisdiction, such holding shall not affect the
validity of the remaining portions of this ordinance; and the City Council hereby declares
it would have passed such remaining portions of the ordinance despite such invalidity,
which remaining portions shall remain in full force and effect.
Section 5. That the fact that the present ordinances and regulations of the City
of Grapevine, Texas are inadequate to properly safeguard the health, safety, morals,
peace and general welfare of the inhabitants of the City of Grapevine, Texas, creates an
emergency for the immediate preservation of public business, property, health, safety
and general welfare of the public which requires that this ordinance shall become
effective from and after the date of its passage, and it is accordingly so ordained.
