HomeMy WebLinkAboutItem 07 - Asphalt Road Surfacing 1-EIVI MEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM BRUNO RUMBELOW, CITY MANAGER 7 MEETING DATE: DECEMBER 1, 2009 SUBJECT: APPROVAL TO AWARD AN ANNUAL CONTRACT FOR ASPHALT ROAD SURFACING PRODUCTS RECOMMENDATION: City Council to consider approval to award Bid 328-2010 to Reynolds Asphalt, JLB Contracting, and Lane Construction Corporation as primary vendors and secondary vendors for asphalt road surfacing products. FUNDING SOURCE: Funds for this purchase are available in account 174-43301-090-000 Street Maintenance/Capital Replacement/Transportation Infrastructure Maintenance in the amount of$500,000. BACKGROUND: Bids were taken in accordance with Local Government Code Chapter 252, Subchapter B, Section 252.021 (a) and Section 252.041 (a). The bid was advertised in the Fort Worth Star Telegram on October 22, 2009 and October 29, 2009. The contract will be for an initial one-year period with four, one-year renewal options. Bids were issued to four vendors with all four vendors responding. The bid tabulation is attached for review. The purpose of this bid is to establish fixed annual pricing for the purchase of asphalt road surfacing products to be ordered and used by the Public Works Street Department. Bids were submitted for four items. Reynolds Asphalt was lowest on two items, JLB Contracting and Lane Construction Corporation was low on one item. To insure the availability of supply, Staff recommends awarding primary contracts to the lowest bids received and secondary contracts to the second lowest received. (See attached bid tabulation.) Vulcan Materials was low bid on one item and second lowest on one item however they did not meet the specifications of the bid. The specifications asked for vendor plants to be within an 18 mile radius of the City of Grapevine city limits so that the material does November 23,2009(4:08PM) not allow to cool down in route to jobsites. Asphalt mix is extremely hot when first applied so it can fit and be worked into the work area. When cooled it will harden and not poor evenly leaving road surfaces unsmoothed and hazardous. The City has used Reynolds Asphalt, JLB Contracting, and Lane Construction Corporation in the past with satisfactory results. Staff recommends approval to award an annual contract to Reynolds Asphalt, JLB Contracting, and Lane Construction Corporation as primary and secondary vendors for asphalt road surfacing products.
