HomeMy WebLinkAboutItem 10 - Police Pursuit vehicles ITEM # MEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM BRUNO RUMBELOW, CITY MANAGER MEETING DATE: DECEMBER 1, 2009 SUBJECT: CONSIDER APPROVAL TO PURCHASE POLICE PURSUIT VEHICLES RECOMMENDATION: City Council to consider approval to purchase two Chevrolet Tahoe Police Pursuit Vehicles from Classic Chevrolet in the total amount of $56,200 and two Ford Crown Victoria Police Vehicles from Sam Packs Five Star Ford in the total amount of $53,862 for a total purchase amount of$110,062. FUNDING SOURCE: Funds are budgeted in accounts 325-48910-209-10-2010 Capital Equipment/Machinery Purchase Fund/Motor Vehicles/Police/FY 2010. The total amount budgeted for all four vehicles was $152,000.00 BACKGROUND: Bids were taken in accordance with Local Government Code Chapter 252, Subchapter B, Section 252.021 (a) and Section 252.041 (a). The bid was advertised in the Fort Worth Star Telegram on October 22, 2009 and October 29, 2009. This request is to purchase two 2010 Chevrolet Tahoes and two 2010 Ford Crown Victorias as replacements for units 92095, 92125, 92135 and 92236. All vehicles were approved for replacement during the budget process for this fiscal year. Each vehicle has reached the replacement criteria of life cycle cost, time in service and special circumstances. The attachments show the current age of the replacement vehicles and the approved replacement criteria for each vehicle. Bids were issued to fifteen vendors with five vendors responding. The lowest bid received for the Chevrolet Tahoe's was from Reliable Chevrolet. Shortly after opening the bids, Reliable notified Staff that they had made an error in their bid and could not provide the vehicles at the price that they bid. Reliable officially requested that their bid be withdrawn. The next lowest bid was from Caldwell Country Chevrolet. This bid was $318.00 lower than the bid submitted by Classic Chevrolet. Under Local Government Code Chapter 271, Section 271.9051 (b) if a Municipality receives one or more competitive bids from a bidder whose principal place of business is in the Municipality and whose bid is within 5% of the lowest price received from a bidder who is not a November 23,2009(3:25PM) resident of the Municipality, the Municipality may enter into a contract with the bidder whose principal place of business is in the Municipality. Due to the request by Reliable Chevrolet to withdraw their bid and since the bid received from Classic Chevrolet is within the 5% allowable, Staff believes that the Classic Chevrolet bid offers the City the best combination of contract price and additional economic development opportunities for the City. The lowest bid received for the 2010 Ford Crown Victorias was from Sam Packs Five Star Ford. This bid met all of the requirements requested in the bid package. Staff recommends award of the two Chevrolet Tahoe Police Pursuit Vehicles from Classic Chevrolet in the total amount of $56,200 and two each Ford Crown Victoria Police Vehicles from Sam Packs Five Star Ford in the total amount of $53,862 for a total purchase amount of $110,062.
