WARE PLAZA RECOMMENDATION: City Council to consider approval of a contract to C Green Scaping for the construction of the Ted R. Ware Plaza in the total amount of$88,525. FUNDING SOURCE: Funds are budgeted in account 179-79170-000 Capital Projects CVB/Ted Ware Plaza. BACKGROUND: Request for proposals were issued at the request of the Convention and Visitors Bureau and proposal documents were issued in accordance with Local Government Code Chapter 271, Subchapter H, Section 271.116. The proposal advertisement posted in the Fort Worth Star Telegram on July 16, 2009 and July 23, 2009. Staff issued proposal documents to five contractors. The proposal document established criteria for evaluating the qualifications of each contractor. Staff evaluated each proposal based on the criteria established. A tabulation of the pricing offered and the criteria evaluation ranking is <1 attached for review. This project is for the construction of the landscaping element of the Ted R. Ware Plaza at 627 S. Church Street, the historic Keeling House property. The plaza will serve as an outdoor gathering and orientation space for visitors who come to experience Grapevine's new museum complex containing the Settlement to City, Donald School and Cotton Gin Museums. The project proposal is based on plans by Mesa Landscape Architects and includes: site preparation, grading, construction of a new plaza with water feature, ADA walkways, a landscape irrigation system, lighting system, new seating, and installation of new trees, shrubs and plants as per Mesa's plan. Staff received five proposals from qualified contractors for this project. Evaluations and ranking of the established criteria was conducted for each proposal. The highest ranking received based on the criteria was from C Green Scaping. In accordance with the proposal instructions, Staff then conducted a meeting with C Green Scaping to review the project requirements and make any adjustments necessary. A contract addendum was established but no changes in the total cost of the project resulted. November 12,2009(3:24PM) Work on the Donald School House building and Cotton Gin House is budgeted in this year's capital budget and will be completed along with the landscaping project in the first half of 2010. Staff recommends approval to establish a contract with C Green Scaping to construct the Ted R. Ware Plaza for a total cost of$88,525.
