SUBJECT: APPROVAL OF A RESOLUTION FOR THE PURCHASE OF
RESCUE EQUIPMENT FOR THE FIRE DEPARTMENT
RECOMMENDATION:
City Council to consider approval of a resolution for the purchase of rescue equipment
for the Fire Department from Casco Industries, Inc. in the total amount of$22,950.00.
FUNDING SOURCE:
Funds for this expenditure are currently available in account 325-42281-210-10-2010
Capital Equipment/Machinery Purchase Fund/Fire.
BACKGROUND:
This procurement will be made as a sole source in accordance with Local Government
Code Chapter 252, Subchapter B, Section 252.022 (a) (7). This code allows for a
general exemption from the normal bidding procedure for items that are only available
from one source. The product is manufactured by Fire Innovations, LLC and the sole
distributor for the State of Texas is Casco, Industries, Inc. A copy of the sole source
supplier information is attached for review.
This request is for the purchase of 54 custom size Firefighter Safety/ Escape Belts.
The Firefighter Safety Belts are a personal escape ladder belt that has over 12 different
safety applications including securing to a ladder, platform or roof, converting to an
escape belt, low angle rescue, pulling victims out of a hole, and lowering an individual
out of a window. This purchase will complete the process begun in the last budget year
of providing a personal escape belt to each member of the department.
This safety equipment was approved for purchase during the budget process for this
fiscal year.
Staff recommends approval to purchase the safety equipment from Casco, Industries in
the total amount of$22,950.00.

RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS, AUTHORIZING THE CITY MANAGER
OR THE CITY MANAGER'S DESIGNATE TO DECLARE
CASCO INDUSTRIES A SOLE SOURCE PROVIDER FOR
FIRE INNOVATIONS, LLC SAFETY EQUIPMENT AND
PURCHASE THE SAFETY EQUIPMENT FROM CASCO
INDUSTRIES AND PROVIDING AN EFFECTIVE DATE
WHEREAS, the City of Grapevine, Texas is a local government in the State of
Texas and as such is empowered by the Texas Local Government Code Chapter 252,
Subchapter B, Section 252.022 (a)(7)to consider items available from only one source as
an exception to the bidding requirements of the State of Texas; and
WHEREAS, Casco Industries is the exclusive sole source distributor in the State of
Texas for safety equipment manufactured by Fire Innovations, LLC as follows:
54 Each Yellow Jacket Belt Bag/Bailout Systems $150.00/Ea $ 8,100.00
54 Each Custom Size Firefighter Belts. $275.00/Ea $14,850.00
Total $22,950.00
; and
WHEREAS, the City of Grapevine, Texas, Fire Department has selected the safety
equipment and wishes to purchase the equipment to protect firefighters in the line of duty.
NOW,THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS:
Section 1. That all matters stated in the above preamble are true and correct and
are incorporated herein as if copied in their entirety.
Section 2. That the City Manager, or his designee, is authorized to take all steps
necessary to purchase the above stated safety equipment from Casco Industries.
Section 3. That this resolution shall take effect from and after the date of its
passage.
PASSED AND APPROVED BY THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS on this the 17th day of November, 2009.
