HomeMy WebLinkAboutItem 01 - Compensation StudyMEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: BRUNO RUMBELOW, CITY MANAGE MEETING DATE: JULY 22, 2013 SUBJECT: COMPENSATION STUDY PRESENTATION The FY2013 Budget included funding for a compensation study to determine where employee compensation compares in the market as well as where incumbent employees fall within salary ranges. Matt Weatherly from Public Sector Personnel Consultants will be present to discuss the findings for this study and his recommendations. The Executive Summary is attached. 7/19/2013 (10 :40:05 AM) EXECUTIVE SUMMARY CITY OF GRAPEVINE COMPENSATION STUDY By Public Sector Compensation Consultants SUMMARY OF FINDINGS AND RECOMMENDATIONS A survey of 85 job titles compared to these local public employers reveals: • The current pay ranges for 82% of the City s job titles are competitive within 5% of market, which is exceptional and evidence of Council's regular commitment to survey analysis, ensuring the City's pay plan remains competitive, responsible, and sustainable. • The current pay ranges for just 18% of the City's job titles is below market by 5% or more. • The current public safety grade and step pay scales are competitive compared to market Bedford, City of Carrollton, City of Colleyville, City of Copper, City of Dallas. City of Denton, City of Euless, City of Farmers Branch, City of Flower Mound, City of Fort Worth, City of Irving, City of Keller, City of Lewisville, City of North Richland Hills, City of Plano, City of Richardson, City of Southlake, City of University Park, City of 2, Continue to budget for raises based on merit as the budget permits. 3. Approximately 19% of non -safety employees are within 3% of the top of their range or are currently at the top of their range; we recommend they remain eligible for the 3% merit adjustment for FY 2014, with base pay being held at pay range Maximum and the remainder of any eligible adjustment paid in a lump sum not added to base salary. 4. We recommend that step increases be budgeted for FY 2014 within the public safety grade and step scale. 5. Approximately 49% of safety employees are at their top step of the public safety pay schedule; we recommend that any budgeted increases be provided in lump sum for those at top step.
