MEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: BRUNO RUMBELOW, CITY MANAGER MEETING DATE: OCTOBER 18, 2011 SUBJECT: APPROVAL OF THE REPAIR OF RAW WATER PUMP NO. 2 AT THE WATER TREATMENT PLANT. RECOMMENDATION: City Council consider adopting a resolution authorizing and ratifying City Staff's emergency purchase of pump repair services from Pierce Pump Company in an amount of $15,115.02 for the repair of Raw Water Pump No. 2 at the Water Treatment Plant intake structure, and take any necessary action. FUNDING SOURCE: Funding for this repair is currently available in account 200 - 43360 -534 -0 the Utility PCMF fund. BACKGROUND: The City has four raw water pumps at the raw water intake structure downstream of the dam. The two large pumps, No. 3 & 4, serve the Water Treatment Plant and each of the two smaller pumps, No. 1 & 2 serve the Grapevine Municipal Golf Course and the Cowboys Golf Course. The two smaller pumps are capable of switching between the two golf courses by manual control if one pump is being serviced. The two smaller pumps, in combination, can also provide backup to the Water Treatment Plant in the event that one of the large pumps is out of service. However, in this scenario, the golf courses would be without any irrigation water. We experienced a failure of Raw Water Pump No. 2 that supplies water to the golf courses on September 14, 2011. Staff engaged Pierce Pump Company to evaluate the problems with the pump and motor. Pierce Pump Company is the manufacturer's recommended service and repair firm for these pumps. To evaluate the pump and motor, Pierce Pump Company had to remove the unit and take it to their service center to break it down and determine the problem. Upon breakdown and inspection, Pierce Pump Company discovered the pump had a broken shaft that had to be replaced. Staff instructed Pierce Pump Company staff to proceed with the needed repairs to bring this pump back on -line as quickly as possible. Staff recommends a resolution authorizing and ratifying City Staff's emergency purchase of pump repair services from Pierce Pump Company in an amount of $15,115.02 for the repair of Raw Water Pump No. 2 at the Water Treatment Plant intake structure. GR RESOLUTION NO. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS, AUTHORIZING AND RATIFYING THE EMERGENCY EXPENDITURE OF FUNDS FOR THE RAW WATER PUMP #2 REPAIR, AUTHORIZING THE CITY MANAGER TO EXECUTE SAID CONTRACT AND DOCUMENTS; AND PROVIDING AN EFFECTIVE DATE WHEREAS, the City of Grapevine, Texas, pursuant to the authority granted by Texas Government Code, Chapter 252, Section 252.022 (a) (4) desires to obtain the services from Pierce Pump Company for the emergency repair of the Water Plant Raw Water Pump # 2; and WHEREAS, the cost of the services performed by Pierce Pump Company is $15,115.02. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS: Section 1. That all of the above premises are found to be true and correct and are incorporated into the body of this resolution as if copied in their entirety. Section 2. That the City Council authorizes and ratifies the emergency use of funds for repair of Raw Water Pump # 2 to Pierce Pump Company in the total amount of $15,115.02. Section 3. That the City Manager, or his designee, is authorized to take all steps necessary to obtain the services of Pierce Pump for the repair of the Raw Water Pump. Section 4. That if any section, article, paragraph, sentence, clause, phrase or word in this resolution, or application thereof to any persons or circumstances is held invalid or unconstitutional by a Court of competent jurisdiction, such holding shall not affect the validity of the remaining portions of this resolution; and the City Council hereby declares it would have passed such remaining portions of the resolution despite such invalidity, which remaining portions shall remain in full force and effect. Section 5. That this resolution shall take effect from and after the date of its passage.
