HomeMy WebLinkAboutItem 10 - City Wide Traffic Signal Light ProjectCity Wide Traffic Signal Light Emitting Diode (LED) Retrofit Project Contract Award Republic Electric Therefore, the City issued an RFP instead of a typical low -bid contract. An RFP allows staff to evaluate each proposal based on a set of criteria. These criteria include prior experience, qualifications of personnel, equipment quality and price. Each criteria is given a point score and the proposal that receives the maximum points is selected. The City received two proposals, one from Republic Electric and the other from Durable Specialties. Based on staff evaluation, Republic Electric received the highest score (see enclosed scoring sheet). Since a majority of the project includes state signals, staff discussed the evaluation and selection process with TXDOT and received their concurrence. Staff recommends awarding the contract to Republic Electric. RC/rc Enclosure Criteria Republic Durable Comments Electric Project 5 0 Republic Electric presented a cohesive project Management management structure with a designated Project Structure (0-5 Manager in charge of maintaining the schedule, points) providing weekly status updates and serving as the point person for contact with the City. An effective project manager is critical to maintaining continuous and prompt contact with the City staff when the work results in signal malfunctions. Durable did not provide a program management structure. Program/ 5 0 Republic Electric presented a detail project plan Plan (0-5 including a Gantt chart detailing tasks and timelines points) for each task. The project plan included tasks for an initial audit of existing lamps and locations and a preliminary technical analysis to identify any potential problems. The plan also called for creating a prioritized list and providing the list of locations to be worked on each week to City Staff. The plan also included a task for a final inventory of all retrofit locations. Durable did not provide a project implementation program. Prior 20 15 Republic Electric has an extensive history of Experience (0 performing LED retrofits all across the nation. to 20 points) Republic Electric recently completed a city wide LED retrofit for the City of Garland that included approximately 200 traffic signals and a citywide LED retrofit for the City of Austin that included approximately 800 traffic signals. Both cities indicated that they were satisfied with the Contractor's performance. Durable has also performed extensive traffic signal work all over Texas, including for the City of Grapevine. Staff has been satisfied with Durable's work performance in the past. However, Durable does not have any prior experience with large scale city-wide LED retrofit projects. All the projects listed as prior experience in their proposal involve traffic signal construction but do not involve LED retrofit work on a large scale. Repubic Electric's proposal included LeoTek's equipment and Durable's proposal included equipment from Dialight. Staff evaluated each vendor's equipment thoroughly. Samples of each supplier's equipment were obtained from the vendor and installed on the field as part of the evaluation process. Both vendors' equipment for green and yellow arrow indications was rated equally. However, LeoTek's red, yellow and green circular indications were found to be superior compared to Dialight's equipment. Dialight's LEDs have hundreds of small LEDs that form the shape of a circular indication. When a few LEDs fail, the signal indication still functions but at a lower intensity. This also leaves empty spaces at areas where the LEDs have failed. LeoTek's design has four to five high intensity LEDs that are placed at the center of the indication and uniformly disperse light by means of a lens. The advantage with this design is that if one or two LEDs fail, the intensity loss is compensated by the remaining LEDs thus preserving the intensity of the indication and the uniform glow. LeoTek's pedestrian indication meets the city's specifications while Dialight's pedestrian indication does not meet the city's specification. The City has also used both manufacturer's products in the past. Our experience with LeoTek in terms of both quality and customer service has been very good. On the other hand, we have had several quality problems with Dialight's products. The LEDs indications installed at Dove & Dove Loop for example are Dialight's products and have had several failures. Staff has had a tough time getting the failed products replaced through the vendor's distributor.
