SUBJECT: APPROVAL OF A RESOLUTION TO PURCHASE CARPET FOR
THE LIBRARY THROUGH AN INTERLOCAL AGREEMENT
WITH THE LOCAL GOVERNMENT PURCHASING
COOPERATIVE (BUYBOARD)
RECOMMENDATION:
City Council to consider approval of a resolution to purchase carpet for the Library from
Retail Commercial Flooring Services through an interlocal agreement with Local
Government Purchasing Cooperative (Buyboard). The total cost of this purchase is not
to exceed $30,290.73.
FUNDING SOURCE:
Funds are available in account 174 - 74004 -005 -000 Street Maintenance Capital
Replacement/Library Repairs and Maintenance.
BACKGROUND:
This purchase will be made in accordance with an existing Interlocal Agreement with the
Local Government Purchasing Cooperative (Buyboard.com) as allowed by Texas Local
Government Code, Section 271.102. COOPERATIVE PURCHASING PROGRAM.
This request is for approval to replace worn down and frail carpet in the work areas and
hallways in the City Library including behind the checkout area and the breakroom.
Carpet in high traffic areas have not been replaced in ten years and have become worn
due to book carts and foot traffic. Carpet color was presented to the Facilities Committee
and approved.
Bids were taken by the Cooperative and a contract was awarded to Retail Commercial
Flooring Services under contract number 310 -08. The Interlocal Agreement and
Cooperative Purchasing Agreement satisfy all bidding requirements under the Local
Government Code.
Retail Commercial Flooring Services has done projects in other City facilities with
satisfactory results.
Staff recommends approval.

RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS AUTHORIZING THE CITY MANAGER
OR THE CITY MANAGER'S DESIGNEE TO PURCHASE
CARPET FOR THE CITY LIBRARY THROUGH AN
ESTABLISHED INTERLOCAL AGREEMENT AND
PROVIDING AN EFFECTIVE DATE
WHEREAS, the City of Grapevine, Texas is a local government in the State of
Texas and as such is empowered by the Texas Local Government Code, Section 271.102
to enter into a Cooperative Purchasing Program Agreement with other qualified entities in
the State of Texas; and
WHEREAS, the Local Government Purchasing Cooperative (Buyboard.com) is a
qualified purchasing cooperative program as authorized by Section 271.102 of the Texas
Local Government Code; and
WHEREAS, the City of Grapevine, Texas has established an Interlocal Agreement
with the Local Government Purchasing Cooperative (Buyboard.com) and wishes to use
established contracts meeting all State of Texas bidding requirements; and
WHEREAS, the Local Government Purchasing Cooperative (Buyboard.com) has
established a contract with Retail Commercial Flooring Services, contract #310 -08, for
flooring products; and
WHEREAS, the City of Grapevine, Texas has a need to replace carpet in the City
Library due to high activity causing current carpet to be worn down and frail.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF GRAPEVINE, TEXAS:
Section 1. That all matters stated in the above preamble are true and correct and
are incorporated herein -as if copied in their entirety.
Section 2. That the City Council of the City of Grapevine authorizes the purchase
of carpet through an Interlocal Agreement with the Local Government Purchasing
Cooperative (Buyboard.com) for $30,290.73.
Section 3. That the City Manager, or his designee, is authorized to take all steps
necessary to consummate the purchase of said products and services.
Section 4. That this resolution shall take effect from and after the date of its
passage.

GRAPEVINE, TEXAS on this the 18th day of October, 2011.
