HomeMy WebLinkAboutItem 09 - Master Thoroughfare Plan Wall Street"14, � �- 0 F � MEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: BRUNO RUMBELOW, CITY MANAGER �I MEETING DATE: MAY 16, 2006 SUBJECT: AMENDMENT TO THE MASTER THOROUGHFARE PLAN — WALL STREET RECOMMENDATION: City Council consider adopting an ordinance amending the City of Grapevine Master Thoroughfare Plan, as amended in its entirety by Ordinance No. 2004-78, to reflect the reduction in classification of Wall Street between Main Street and Texan Trail from a Type E* Collector, to a Type F Collector, and take any necessary action. BACKGROUND: Wall Street was initially established as a Type E Collector in the City Master Thoroughfare Plan adopted by the City Council on March 17, 1987 by Ordinance No. 87-15. Subsequent to that time, Council adopted modifications to the City Master Thoroughfare Plan which included the reduction of the right-of-way width from 75 feet to 65 feet and reduction of the driving lane width from 12 feet to 11 feet to lessen the impact on the surrounding properties. On December 7, 2004, City Council adopted Ordinance No. 2004-78 which established a new Master Thoroughfare Plan reflecting the Type E* Collector Designation for Wall Street. Traffic volumes on the roadway between Main Street and Texan Trail have remained somewhat consistent over the past few years in the range of 900 to 1,300 vehicles per day (VPD). Based on this traffic trend, staff feels that the classification of the roadway can be further reduced to a Type F Collector. This roadway requires only 41 feet of pavement width compared to 51 feet in the Type E* and also reduces the right-of-way needs to 60 feet from 65 feet. This reduction in pavement section will provide a roadway similar in width and appearance to Dooley Street north of Dove Loop. The width will allow for parking on one side of the roadway while maintaining the ability for two opposing vehicles to pass safely. AN ORDINANCE OF THE CITY OF GRAPEVINE AMENDING ORDINANCE NO. 2004-78, RELATING TO THE THOROUGHFARE PLAN OF THE CITY OF GRAPEVINE, TEXAS; PROVIDING A SEVERABILITY CLAUSE; DECLARING AN EMERGENCY AND PROVIDING AN EFFECTIVE DATE. WHEREAS, after substantial study and numerous public hearings and meetings of the city were conducted at which the public was invited to attend and express their views, thoroughfare plan (the "Thoroughfare Plan 1987-2030") was prepared by Freese and Nichols, Inc., for the City of Grapevine, Texas (the "City") and adopted through the passage of Ordinance 87-15; and WHEREAS, the Thoroughfare Plan 1987-2030 has been amended from time to time with the passage of a series of ordinances; and WHEREAS, the City Council found it necessary to adopt amendments to the City's Thoroughfare Plan, and to replace all prior versions of the Thoroughfare Plan by adoption of Ordinance 2004 -78 on December 7, 2004; and WHEREAS, City Council has found that the passage of this Ordinance serves the best interests of the health, safety, and welfare of the public. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS. Section 1. That all of the above premises are found to be true and correct and are incorporated into the body of this ordinance as if copied in their entirety. Section 2. The Thoroughfare Plan, a true and correct copy of which is on file with the City Secretary of the City of Grapevine, Texas, is hereby amended to reflect Wall Street between Main Street and Texan Trail as a Type F Collector as reflected in Exhibit "A" Section 3. If any section, article, paragraph, sentence, clause, phrase or word in this ordinance, or application thereto to any person or circumstances is held invalid or unconstitutional by a Court of competent jurisdiction, such holding shall not affect the validity of the remaining portions of this ordinance; and the City Council hereby declares it would have passed such remaining portions of the ordinance despite such invalidity, which remaining portions shall remain in full force and effect. Section 4. The fact that the present ordinances and regulations of the City of Grapevine, Texas, are inadequate to properly safeguard the health, safety, morals, peace, and general welfare of the inhabitants of the City of Grapevine, Texas, creates an emergency for the immediate preservation of the public business, property, health, safety and general welfare of the public which requires that this ordinance become effective form and after the date of its passage and it is accordingly so ordained.
