HomeMy WebLinkAboutItem 02 - Waterline Oversizing Reimbursement ITEM # MEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: BRUNO RUMBELOW, CITY MANAGER MEETING DATE: AUGUST 4, 2009 SUBJECT: WATERLINE OVERSIZING REIMBURSEMENT RECOMMENDATION: City Council consider authorizing waterline oversizing reimbursement to Oncor Electric Delivery in the amount of$14,000, for the construction of a 12-inch waterline along State Highway 360 between Pavestone and the Oncor Substation, authorize staff to issue payment to Oncor Electric Delivery once the line is accepted by the City, and take any necessary action. FUNDING SOURCE: Funds are available in the Water Impact Fee account 200-48930-534-6-000004. BACKGROUND INFORMATION: Oncor Electric Delivery has completed an upgrade to their existing substation development along State Highway 360 between Pavestone and Grapevine-Euless Road on the north side of State Highway 360. Oncor was required to oversize a waterline to accommodate the City's Water Master Plan. Under normal development conditions, this development would be required to construct an 8-inch waterline, which is adequate to provide service for this type of development. The City Code provides for the City of Grapevine to refund private developments for the oversizing costs attributable to the difference in costs of lines necessary for their development compared to lines required by the City's Master Plans. The developer has submitted his costs of$48.00 per linear foot for the 12-inch waterline based on his bid from Utilitex Construction, LLP. For comparison, bid prices for an 8-inch waterline equates to $37.50 per linear foot. The net oversizing costs and related appurtenances cost that will be owed to the development at the time of City acceptance for this waterline is $14,000. Staff has compared the 8-inch and 12-inch waterline costs to other 8-inch and 12-inch waterline costs from recent projects. The costs reflected in the request are comparable to other waterline costs for the same line sizes.
