HomeMy WebLinkAboutItem 17 - SH114 Landscape EnhancementsMEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: BRUNO RUMBELOW, CITY MANAGER MEETING DATE: AUGUST 18, 2015 SUBJECT: APPROVAL FOR A REQUEST FOR BIDS FOR SH114 LANDSCAPE ENHANCEMENTS AND ADOPT THE ATTACHED APPROPRIATION ORDINANCE RECOMMENDATION: City Council consider approval for a request for bid to AALC, Inc. for the SH114 Landscape Enhancements Project, authorize the budgeted transfer of $211,097 from the Quality of Life Fund to the Grants Fund, adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Fund by $1,119,099. FUNDING SOURCE: Upon approval of the above recommendations, funding for this purchase will be available in account 113-48810-312-15-0041 (Grants Fund) for a total amount not to exceed $1,119,099. ($908,002. of the total project cost is reimbursable through the Local Project Advance Funding Agreement with Texas Department of Transportation.) Total funds spent by the City is $211,097. BACKGROUND: Bids were taken in accordance with Local Government Code Chapter 252, Subchapter B, Section 252.021 (a) and Section 252.041 (a). The bid was advertised in the Fort Worth Star Telegram on July 8 and 14, 2015. It was also posted on the Texas Electronic State Business Daily. There were 592 vendors electronically notified of the bid through the eBid system. Four vendors submitted bids. The bid was opened publicly on July 29, 2015 at 2:00 p.m. Based on the evaluation by Purchasing, TxDOT and the PARD staff, AALC, Inc.'s bid is responsible and responsive. The bid price seems to be fair and reasonable for this type of project. At the May 19, 2015 City Council meeting, Jana Tidwell with Schrickel, Rollins & Associates and staff presented the landscape concept plan for the State Highway 114 corridor from Main Street west to William D. Tate Avenue. On June 2, 2015 Council adopted a resolution approving the Local Project Advance Funding Agreement with 8/13/2015 8:59:46 AM Texas Department of Transportation (TXDOT) to establish funding participation levels for the SH114 Green Ribbon Project. LAjJOSCAPE AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS, REVISING THE ADOPTED BUDGET FOR THE FISCAL YEAR ENDING IN 2015, PROVIDING FOR THE APPROPRIATION OF THE FUNDS; DECLARING AN EMERGENCY AND PROVIDING AN EFFECTIVE DATE WHEREAS, the City of Grapevine is making landscape improvements to the State Highway 114 Corridor from William D. Tate Avenue to Texan Trail; and WHEREAS, the Fiscal Year 2015 adopted budget appropriates $295,000 from the Community Quality of Life Fund for landscaping improvements to State Highway 114; and WHEREAS, the City of Grapevine has been awarded a grant of $908,002 through a Local Project Advance Funding Agreement with the Texas Department of Transportation; and WHEREAS, the City Council will consider approving the award of RFB 429-2015 to AALC, Inc. for the State Highway 114 Landscape Enhancements Project, authorizing the transfer of $211,097 from the Community Quality of Life Fund to the Grants Fund, and increasing the estimated receipts and appropriations in the Grants Fund in the amount not to exceed $1,119,099. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS: Section 1. That all matters stated in the preamble of this ordinance are true and correct and are hereby incorporated into the body of this ordinance as if copied in their entirety. Section 2. That the City Council hereby authorizes an amount of $1,119,099 be appropriated from the Grant Fund for the State Highway 114 Landscape Enhancement Project. Section 3. That the terms and provisions of this ordinance shall be deemed to be severable, and that if the validity of any section, subsection, word, sentence or phrase shall be held to be invalid, it shall not affect the remaining part of this ordinance. Section 4. That the fact that the present ordinances and regulations of the City of Grapevine, Texas are inadequate to properly safeguard the health, safety, morals, peace and general welfare of the inhabitants of the City of Grapevine, Texas, creates an emergency for the immediate preservation of the public business, property, health, safety, and general welfare which requires that this ordinance shall take effect immediately from and after its passage and it is accordingly so ordained.
