SUBJECT: GENERAL CONSTRUCTION CONTRACT FOR THE DOVE
POOL/BATH HOUSE RENOVATION PROJECT
RECOMMENDATION:
City Council to consider award of a general construction contract to JC Commercial Inc.
for the Dove Pool/Bath House renovation project.
FUNDING SOURCE:
Funding for this purchase includes $2,386,000 currently available in account 121-48840-
312-13-000024(Council Quality of Life Fund/Professional Services/Parks and Recreation
2012 Projects) plus an additional amount of $324,977 be appropriated from the
unappropriated balance of the Quality of Life Fund for a combined amount not to exceed
$2,710,977.
BACKGROUND INFORMATION:
Dove Pool was built in the 1970s and since that time many people have enjoyed the pool.
As newer, non-traditional pools have been built in the area, Dove Pool, while well
maintained has become out of synch with expectations of today. Staff recommends
keeping Dove pool but adding enhancements to the pool such as spray features and zero
entry points to meet the new ADA standards.
On April 17, 2012, City Council awarded a contract to Water Technology, Inc. (WTI)for the
design and construction administration of the pool renovation. Subsequently and in
association with Parks and Recreation and Purchasing, WTI developed a Competitive
Sealed Proposal (CSP) #12067.01 for the general construction for the pool renovation.
Various proposal notification methods were used including utilizing the City's E-Bid system.
On August 16 &23, 2012 legal notices were published in the Fort Worth Star-Telegram. A
mandatory pre-bid conference and site visit was held on August 24, 2012. Twenty firms
were represented at the pre-bid and of those in attendance, nine were general contractors.
Eight firms submitted competitive sealed proposals which were due on September 7rn
The evaluation committee selected J.C. Commercial, Inc. (the lowest responsive bid)
based on the evaluation criteria contained in the CSP and negotiated a final proposal with
the help of Water Technology, Inc. A copy of the proposed contract is attached for review.
Staff recommends approval.

RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS,AUTHORIZING THE CITY MANAGER
OR THE CITY MANAGER'S DESIGNEE TO AWARD A
GENERAL CONSTRUCTION CONTRACT FOR THE
RENOVATION OF DOVE POOL AND BATHHOUSEAND TO
APPROPRIATE FUNDS FROM THE UNAPPROPRIATED
BALANCE OF THE QUALITY OF LIFE_ FUND AND
PROVIDING AN EFFECTIVE DATE
WHEREAS, the City of Grapevine, Texas desires to renovate Dove Pool and the
Bathhouse; and
WHEREAS, the Fiscal Year 2013 Budget has $2,386,000.00 allocated for the
project in the Quality of Life Fund; and
WHEREAS, the City of Grapevine has sufficient funds in the unappropriated
balance of the Quality of Life Fund; and
WHEREAS, the City of Grapevine's Parks and Recreation Department has a need
to renovate the pool and bathhouse.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF GRAPEVINE, TEXAS:
Section 1. That all matters stated in the above preamble are true and correct and
are incorporated herein as if copied in their entirety.
Section 2. That the City Council of the City of Grapevine enters into a
construction contract with JC Commercial, Inc.
Section 3. That the sum of$324,977.00 be appropriated from the unappropriated
balance of the Quality of Life Fund to Account #121-48840-312-13-000024.
Section 4. That the City Manager, or his designee, is authorized to take all steps
necessary to consummate the renovation of Dove Pool and Bathhouse.
Section 5. That this resolution shall take effect from and after the date of its
passage.
PASSED AND APPROVED BY THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS on this the 2nd day of October, 2012.
