HomeMy WebLinkAboutItem 08 - Sanitary Sewer Replacements ITEM # MEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: BRUNO RUMBELOW, CITY MANAGER 01-- MEETING DATE: OCTOBER 20, 2009 SUBJECT: AWARD OF CONSTRUCTION CONTRACT AND CHANGE ORDER NO. 1 - 2009 SANITARY SEWER REPLACEMENTS RECOMMENDATION: City Council consider awarding a construction contract to PM Construction in the amount of $771,369.95 for the 2009 Sanitary Sewer Replacement Project and approving Change Order No. 1 in the amount of $177,436.25, for a total contract amount of $948,806.20, authorize the staff to execute said contract and change order, and take any necessary action. FUNDING: Funds are currently available in the I&I Source Identification Project 99 Utility Bonds, Account# 200-48940-534-5-000001 SW and Utility Fund Operating Cash. BACKGROUND: The project will replace existing sanitary sewer lines in the Lakeview Area. Seven bids were received on September 17, 2009. PM Construction was the low bidder at $771,369.95. The engineers estimate was $1,093,719.00. Bids were as follows: P.M. Construction $771,369.95 Horseshoe Const. $860,930.00 Dolan Directional $880,988.29 Texas Reexcavation $938,245.98 Hall Albert $1,132,067.00 Heller Company $1,645,964.00 Trenchless Methods $1,908,407.00 The construction will be primarily trenchless construction where the existing lines will be burst in place and simultaneously replaced with a new line. New sewer services and cleanouts will be installed for residents served by the lines in these areas. Manholes and cleanouts for the sewer will be replaced or rehabilitated. Because bid prices were much lower than estimated; staff proposes a change order increasing quantities in the contract to take advantage of the current pricing structure in the construction industry. Change Order No. 1 in an amount of$177,436.25 will be used to replace additional footage of deteriorated sewer lines. The combined total for the construction contract and Change Order No. 1 is $948,806.20. PM Construction specializes in this type of work and is well qualified to perform the work.
