SUBJECT: APPROVAL OF A RESOLUTION TO PURCHASE A DIGITAL
PHOTO MANAGEMENT SYSTEM FOR THE POLICE
DEPARTMENT
RECOMMENDATION:
City Council to consider approval of a resolution to purchase a Digital Photo
Management Solution from VeriPic as a sole source provider in the total amount of
$32,462.00.
FUNDING SOURCE:
Funds for this expenditure are currently available in account 114-44686-209-1 Special
Revenue Fund/Expense (209) Federal Forfeiture/Police.
BACKGROUND:
This procurement will be made as a sole source in accordance with Local Government
Code Chapter 252, Subchapter B, Section 252.022 (a). VeriPic is the sole source
manufacturer of the VeriPic Digital Photo Lab that enables users to digitally authenticate
photographs.
This request is to approve the purchase of a Digital Photo Lab. The VeriPic Digital Photo
Lab is a Professional Grade Digital Photo Management Software system. The system
stores photos and video or audio files in a database where retrieval is easily
accomplished through various search criteria such as; case number, officer name,
description, photo date or subject matter. The VeriPic system creates an electronic
record of crime scene photographs and videos to maintain a chain-of-custody for
evidentiary purposes. The system has the ability to detect and document changes in
digital photographs to prevent allegations that the photograph or video was altered
between the time it was taken and entered into the system. This is accomplished within
the system by providing an "Authentic Time Stamp" using a high security hardware time
source.

RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS, MAKING FINDINGS OF CERTAIN
FACTS RELATIVE TO THE PURCHASE OF A DIGITAL
PHOTO LAB; DETERMINING THAT THE DIGITAL PHOTO
LAB IS AVAILABLE FROM ONLY ONE SOURCE AND
AUTHORIZING THE CITY MANAGER TO EXECUTE SAID
CONTRACTS AND DOCUMENTS AND PROVIDING AN
EFFECTIVE DATE
WHEREAS, the City of Grapevine desires to purchase a Digital Photo Lab for the
Police Department described as follows:

WHEREAS, VeriPic is the only known supplier of a system that enables users to
digitally authenticate photographs.
NOW,THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS:
Section 1. That all matters stated in the above preamble are true and correct and
are incorporated herein as if copied in their entirety.
Section 2. That the City Council of the City of Grapevine authorizes the purchase
of the Digital Photo Lab from VeriPic in a total amount not to exceed $32,462.00.
Section 3. That the City Manager, or his designee, is authorized to take all steps
necessary to consummate the purchase of said maintenance agreement.
Section 4. That this resolution shall take effect from and after the date of its
passage.
