SUBJECT: APPROVAL OF A RESOLUTION FOR THE PURCHASE OF
WIRELESS ACCESS POINTS FOR THE POLICE
DEPARTMENT
RECOMMENDATION:
City Council to consider approval of a resolution for the purchase of wireless access
points from Motorola, Inc. for the Police Department in the total amount of $26,769.00.
FUNDING SOURCE:
Funds for this expenditure are currently available in account 114-44686-209-1 Special
Revenue Fund/Expense (209) Federal Forfeiture/Police.
BACKGROUND:
This procurement will be made as a sole source in accordance with Local Government
Code Chapter 252, Subchapter B, Section 252.022 (7) (D). This code allows for a
general exemption from the normal bidding procedure for captive replacement parts or
components for equipment. The product purchased from Motorola is the only product
available that is compatible with existing equipment.
This purchase is for four wireless access points from Motorola for the purpose of
uploading traffic stop videos from the patrol cars, wirelessly. Currently, all video recorded
in the patrol cars are recorded to a hard drive that must be physically removed from the
car and inserted into a download computer in the station. This requires a lot of officer
interaction and downtime. It also creates issues with the hardware, being plugged and
un-plugged so often. With this new system, all video recorded in a patrol car will be
wirelessly transferred, in a secure manner, to the server in the station. The upload will
start once the car enters the parking lot. There will no longer be any interaction required
by the officer to transfer the videos since it can be completed automatically.
Staff recommends approval to purchase the wireless access points from Motorola in the
total amount of$26,769.00.

RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS, MAKING FINDINGS OF CERTAIN
FACTS RELATIVE TO THE PURCHASE OF FOUR
WIRELESS ACCESS POINTS; DETERMINING THAT THE
ACCESS POINTS ARE AVAILABLE FROM ONLY ONE
SOURCE AND AUTHORIZING THE CITY MANAGER TO
EXECUTE SAID CONTRACTS AND DOCUMENTS AND
PROVIDING AN EFFECTIVE DATE
WHEREAS, the City of Grapevine desires to purchase four wireless access points
from Motorola, Inc. as follows:
4 Each AP-7181-WWR Access Points $4,080.00 Ea. $16,320.00
1 Each SVC 209 Labor to Install $10,449.00 Ea. $10,449.00
Total Cost $26,769.00
and;
WHEREAS, Motorola, Inc. is the current supplier of the wireless access points and
the only product available that is compatible with existing City equipment.
NOW,THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS:
Section 1. That all matters stated in the above preamble are true and correct and
are incorporated herein as if copied in their entirety.
Section 2. That the City Council of the City of Grapevine authorizes the purchase
of the wireless access points for a total not to exceed $26,769.00.
Section 3. That the City Manager, or his designee, is authorized to take all steps
necessary to consummate the purchase of said maintenance agreement.
Section 4. That this resolution shall take effect from and after the date of its
passage.
PASSED AND APPROVED BY THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS on this the 20th day of October, 2009.
